Deloitte is seeking a qualified candidate to serve as a Junior Health Economist in support of the USAID/ Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
Under the overall guidance and supervision of the HRS Objective 2 ‘Support the transformation of the healthcare financing model’ (Health Finance) team, the Junior Health Economist will be responsible for supporting project activities assigned to her/him. Such tasks will include providing a comprehensive support in the implementation of the project-related activities, ensuring smooth operation and compliance of implementation with USAID rules and regulations.
Responsibilities:
- Provide administrative and operational support to the Health Finance team in the overall implementation of the Objective activities
- Assist Health Finance team in coordinating the implementation of the Objective activities with the stakeholders, partner organizations, CSOs, etc.
- Support planning, monitoring and evaluation process of the relevant Objective activities
- Provide logistical and technical support for the training events and other meetings as tasked by the team
- Organize and monitor HRS events related to the Health Finance team’s mandate
- Provide support to follow-up activities after the training events
- Cooperate with the HRS staff to maximize productivity
- Coordinate efforts within the team and with external consultants efficiently
- Complete any necessary administrative tasks for the Health Finance team, such as research, emails, scheduling meetings, etc.
- Assist in technical research and analysis related to health financing reforms, as required
- Prepare presentation materials
- Perform any other tasks as assigned by the supervisor
Qualification requirements
- Master’s or Bachelor’s degree in economics, finance, health economics or other related areas
- One (1) or more years of experience in the relevant field
- Understanding of Ukraine’s health system
- Exceptional communication and interpersonal skills
- Keen attention to detail and an aptitude for problem-solving
- Ability to proactively address potential issues
- Collaborative working style and team-player attitude
- Ability to work independently with little supervision
- Outstanding organizational skills and ability to prioritize tasks
- Ability to thrive in a high-volume, deadline-driven work environment
- High degree of proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, etc.)
- Spoken and written language proficiency in English and Ukrainian required (writing samples may be requested)
