The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
FHI 360 is seeking qualified candidates for a Grants Manager position based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.
Job Summary:
The Grants Manager reports to the EpiC Ukraine Project Director or Operations Director. He/she will lead the administration and management of all subawards for the EpiC Ukraine project, with a focus on ensuring subawardees deliver in accordance with their scopes of work of EpiC program objectives, while ensuring compliance to USG, PEPFAR and FHI 360 rules and regulations. In close collaboration with technical and finance teams in both HQ and Ukraine, s/he will develop and implement systems that monitor and support sound management, quality deliverables, proper controls and compliance in accordance with EpiC award terms and conditions, FHI 360 policy. S/he will also support sub-awardees in the establishment and/or strengthening of their own internal compliance systems across finance, procurement, accounting, HR, etc. to build capacity for USG fund management. The Grants Manager will oversee a small team of grants officers supporting subawards.
Accountabilities:
- Interpret and apply funding regulations to ensure that all procedures for procurement, subaward management and auditing are met; ensure that adequate records and audit trails are maintained. Liaise with FHI 360 HQ to ensure standards are met and documented.
- Manage all subaward work processes, including review and some negotiation of proposed instruments, developing and implementing procedures to ensure compliance with EpiC award terms and standardized procedures and FHI 360 policy.
- Coordinate the development, modification and close-out of all subawards to ensure that adequate records and audit trails are maintained.
- Manage and maintain subaward documentation and input/maintain information in FHI 360’s subaward tracking system.
- Facilitate the expedited review of subaward implementation activities and other contractual arrangements.
- Review and/or approve subawardee deliverables including required financial and programmatic reports in conjunction with finance and program staff.
- Develop, implement and monitor subaward monitoring plans with each sub-awardee and conduct or follow-up on site visits to ensure and support ongoing compliance with subaward terms and conditions and strengthen capacity of sub-awardees.
- Conduct periodic on-site audit of sub-awardees to verify ongoing compliance with sub-award terms and conditions.
- Oversee and mentor the grants management team ensuring adequate support for subawardees and compliance with grant terms and conditions.
- Review consultant requests for completeness and accuracy; support the development of consultancy scopes, contracts and modifications, ensuring compliance with FHI 360 policies.
- Supervise a team of Grants Officers providing day-to-day support to grants management.
Education Qualification & Experience
- Minimum of 8+ years’ experience in a position of contracting authority in either the Federal Government acquisition system or a Non- governmental Organization (NGO) – domestic or international.
- At least 5 years of negotiating experience and direct management of a diverse portfolio of complex contracts and other agreements.
- Comprehensive knowledge of donor (USG and non-USG) rules and regulations including but not limited to DOS, DHHS, DOE, etc.
- Expertise in USG acquisition and assistance processes.
- Experience working in a not-for-profit or non-governmental organization (NGO)
- Experience working with international donors.
- Prior supervisory or mentor experience preferred
- Demonstrated expertise in building effective relationships with key stakeholders
- Cultural sensitivity and sound understanding of the needs of vulnerable populations.
- Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
- Good report writing and documentation skills.
- Ability to travel within country or region and internationally if needed.
- Must be able to read, write and speak fluent English and Ukrainian
Typical Physical Demands:
- Typical office environment.
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 3 kg.
Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Teams), cell phone/mobile technology, and standard office equipment.

- Less than 10%
