The Program/Department Summary:
Mercy Corps continues this life saving assistance for as long as it is needed but acknowledges that recovery and resilience requires access to steady income alongside functioning markets. Therefore, alongside ongoing emergency activities, Mercy Corps launched early recovery activities, that will contribute to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, these programs will work as an adaptive response mechanism to inform programming according to ongoing analysis of the context and potentially changing needs.
General Position Summary:
The MEL Manager will lead and oversee the development and implementation of all MEL systems and processes for the resilience portfolio. The selected candidate will participate in the design of new business opportunities, providing inputs for the MEL design and budget. He/She will develop MEL plans for new resilience projects, and He/She will manage a team of at least three staff members. During the program implementation, He/She will be responsible for methodologies, tools, and SOP creation, and for ensuing that MEL activities are ongoing and in adherence with the global MEL Mercy Corps Standards. He/She will take actions to ensure that MEL data are being used for adaptive management and learning.
Essential Responsibilities
Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Strategy and planning
- Work with Senior MEL Manager in setting the vision and MEL strategy for the resilience programming within Mercy Corps.
- Lead and coordinate the development of MEL Plans and SoPs using existing Mercy Corps resources and developing new ones, that include clear step by step guidance, processes, roles and responsibilities on all relevant MEL activities.
- Regularly document lessons learned, best practices, program data analysis summaries, and evaluations and provide evidence-based information, success stories, case studies and other high quality, results-based documentation.
Mel System
- Development of MEL Plans, including all related annexes and Standard Operating Procedures (SoPs) for all Mercy Corps resilience programming, using existing Mercy Corps resources and developing new ones, that include clear step-by-step guidance, processes, roles and responsibilities on all relevant MEL activities.
- Ensure solid data collection and management for effective evidence elaboration and informing programs.
- Visit project sites and local implementing partners to collect supplementary data, stories and conduct qualitative research both independently and in teams and support partner-organizations with proper documentation and report generation.
- Participate in new business development opportunities ensuring adequate resourcing for MEL within the response.
- Conduct needs assessments and implement solutions that address the identified data needs in a timely manner.
- Develop and institutionalize use of mechanisms and practices across teams in Ukraine (eg. MEL, technical, operations) for data-driven decision-making promoting use of program MEL data.
- Ensure programs are adequately updated in Mercy Corps’ central data platform for program indicators (TolaData).
- Maintain a comprehensive schedule and review project reports to ensure that reports contain accurate, clear, and high-quality data that is presented in the proper format.
- Work closely with the Project Managers and component coordinators to identify opportunities for in-depth analysis, documentation and learning.
- Initiate opportunities for enhancing analytic capacity within the project teams promoting use of data.
Human Resources
- Lead the processes of hiring, orienting, supervising, and building skills for the resilience MEL team.
- Oversee designing and delivering MEL trainings for teammates and local partners.
- Assist the resilience MEL team members with information, tools, and resources to improve performance & reach team, response, and global objectives.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on one meetings and performance reviews with direct reports.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence and feel comfortable in their roles and in sharing their opinions on progress, improvement, and concerns.
- Collaborate with the people team to promote staff access to high quality learning opportunities, with a special emphasis on national team member development.
- Proactively ensure that team members operate in a secure environment and are aware of all relevant Mercy Corps policies.
Risk Management
- Engage and support countries across the region to ensure that adequate risk management systems are in place.
- Collaborate with country leadership to support preparedness and response to major disruptive events.
- Engage with country teams on the internal audit process to track findings and ensure country team compliance with IA findings and recommendations.
- Engage with country level Ethics and Assurance managers as well as the global Ethics and Assurance department to track and analyze trends and needs across countries.

Accountability
Reports Directly To: Senior MEL Manager
Works Directly With: Managers of the programs under Resilience portfolio, QEL Director, Crisis Analytics Team, GESI team, Protection team, CARM team, Safeguarding team, Partnership team, Resilience Lead.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualifications & Transferable Skills
- BA/S or equivalent in development studies, research methods, statistics, economics, social sciences, monitoring and evaluation, project management, engineering or another relevant field.
- 3+ years of experience building or operating MEL systems in humanitarian or early recovery programs.
- Experience with working with local partners, and implementing MEL activities through partners.
- Proven use of technology for MEL functions.
- Demonstrated experience in engaging cross-sectoral/response leadership in the use of data for performance measurement, decision-making, adaptive management, and advocacy.
- High degree of computer literacy; Excel, Word, and PowerPoint or equivalent skills are essential.
- Should understand concepts and demonstrate skills in monitoring and evaluation, results frameworks/program logics, and participatory monitoring.
- Experience with both quantitative and qualitative data collection and reporting techniques.
- Experience with facilitation, capacity building, formal and informal knowledge transfer, partnership strengthening, and empowering staff through opportunities for growth and development.
- Strong team coordination, listening, and consensus building skills.
- Manages multiple priorities and deadlines.
- Full working proficiency in both oral and written English and Ukrainian

The successful candidate will be capable of multi-tasking, rapid decision-making, have initiative, drive and a lot of energy, as well as have high emotional intelligence, constructive communication skills and proven experience with capacity building. S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations, as well as the ability to foster solid working relationships with Mercy Corps staff. Working as part of a team and coordinating with project personnel, as well as strong organizational skills, are essential to this position.
Living Conditions / Environmental Conditions
The position is based in KYIV, and it requires travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard. During the field trips living conditions will be adjusted to the field conditions.
