Менеджер з питань внутрішніх комунікацій/ Internal Communication Manager (short-term consultancy)

Deloitte is seeking a qualified candidate to serve as a short-term Internal Communication Manager in the communication department of the Ministry of Health of Ukraine. The position is supported by the USAID Health Reform Support Project (HRS).

Period of Performance: September 1, 2021 – October 1, 2021

Level of Effort: full-time

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

2. Objective

The Internal Communication Manager will support the communication team of the Ministry of Health in its day-to-day activities.

3. Tasks:

• development and support of internal communication channels;
• content generation for internal information platforms: news digest, interviews, online messages;
• information support for National Agency of Ukraine for Civil Service Affairs competitions;
• managing of projects on the corporate culture development;
• participation in the development and implementation of projects of intangible motivation of employees.

4. Qualification requirements:

• Bachelor’s or Master’s degree;
• work experience on a similar position or in media, PR;
• strong communication literacy (oral and written, Ukrainian);
• knowledge of civil service legislation;
• experience in medical sphere will be an advantage.
