Ukraine’s Cohesion and Regional Development Project, UCORD is looking for a LMS Administrator.

Location: Hybrid
Expected start date: November 2024

Background

Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by NIRAS Sweden AB.

UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project works in 6 pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn, and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread through the whole country. UCORD consists of three components:

Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts.

Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on the environment.

Component 3 aims at regional development and strengthening social cohesion through culture, dialogue and creative industries.

In this context, UCORD is looking to engage a LMS Administrator who is expected to perform the following tasks:

  • Oversee the installation, configuration, and management of the Moodle LMS platform;
  • Conduct feasibility studies to select and integrate plugins; ensure smooth operation of the Mind-Mapping Questionnaire Framework, Peer Review, and multimedia resources within the LMS;
  • Create user profile templates (including tags) and establish user roles, permissions, and access guidelines;
  • Develop a uniform thematic structure that includes mind-map questionnaires for project concept development, supporting resources, consulting rooms, case studies, and peer review functionality;
  • Assess the desirability, feasibility, and viability of integrating AI-guided feedback to support project development;
  • Establish and manage a glossary of key terms to maintain standardized terminology across the platform;
  • Establish and maintain the CoP to facilitate peer review and knowledge sharing;
  • Develop CoP policies, organizational rules, and technical support protocols to increase engagement;
  • Design and produce video guides to assist users in platform navigation and resource utilization;
  • Set up a translation and a user feedback system for ongoing platform evaluation and improvement;
  • Conduct technical tests to ensure functionality and user-friendliness; analyze feedback for iterative improvements;
  • Regularly update the LMS with new features, troubleshoot issues, and manage user registration and profile updates;
  • Monitor participant progress and provide timely support;
  • Oversee the concept development process, including assessment, peer review, and training activities;
  • Offer technical assistance to content developers and trainers, ensuring smooth navigation for all users;
  • Configure and optimize the platform homepage, dashboards, course layouts, and resources to enhance usability;
  • Collaborate with IT/AI and multimedia specialists, thematic and content development teams to effectively integrate interactive and visual resources;

Candidate Qualifications

Education & Knowledge:

  • Advanced degree in Education, Economics, Social Sciences, Educational Technology, or related fields;

Experience:

  • Proven experience in Moodle LMS management and configuration, including user roles, permissions, and content structuring;
  • • At least 10 years of experience in administering and tutoring online training programs, particularly those involving virtual communities of practice and peer review processes;

Skills:

  • Strong understanding of design thinking principles to enhance user-centered LMS features;
  • Expertise in technical testing, user support, and ongoing LMS updates and optimization;
