POSITION SUMMARY

The National Democratic Institute for International Affairs (NDI) is a non-profit organization working to strengthen democracy worldwide. NDI programs in Ukraine are supported by the U.S. Agency for International Development (USAID), Sweden, UK, Canada, and the National Endowment for Democracy (NED).

NDI-Ukraine is currently seeking to fill the position of Program Officer/Senior Program Officer for the Citizen Engagement Program. At NDI, we value professional growth and development, and we encourage candidates with diverse backgrounds and skill sets to apply.  

JOB TITLE: Citizen Engagement Program Officer/Senior Program Officer, NDI Ukraine (Kyiv-based)

Citizen Engagement Program supports civil society to increase citizen engagement to decision making, political processes and national reforms, and to build dialogue with political parties, to utilize inclusive and consensus-building practices, to create pressure and persuade political decision-makers to amend legislation, and to observe elections. Actively engaged citizens in political processes and national reforms is the best mechanism for accountable and responsible government, and free elections.

Job Responsibilities

  • Serve as primary support to the Program Manager through close oversight of daily operations of the program in all aspects.
  • Contribute to development, design and organization of citizen engagement program activities and events.
  • Contribute to development of the strategic documents – concept papers, project proposals, work plans, M&E plans, and reports.
  • Prepare background information and briefs on political processes, national reforms, main actors, and civic partners when needed.
  • Provide up to date analysis of political and civic context in Ukraine.
  • Contribute to sub grant management and monitoring and evaluation of program activities.
  • Develop and maintain relationships and communication with program partners among NGOs, political parties and government institutions as needed.
  • Provide assistance to civic partner organizations in development and implementation of their project activities.
  • Supervise and oversee daily activities of program assistants.
  • Provide programmatic assistance to DC staff members as needed. 
  • Maintain regular and efficient internal communication on the program developments within the Citizen Engagement team and with other program teams. 
  • Contribute to the regular weekly, monthly, and quarterly reports, and provide input to annual and semi-annual reports.
  • Provide advice on program strategy changes and work plan adjustments arising from internal and external factors.
  • Ensure timely monitoring and evaluation of program activities and collect data for M&E purposes. 
  • Ensure compliance of program expenses within the budget, procurement regulations and financial procedures. 

SKILLS & QUALIFICATIONS:

  • Bachelor’s or Master’s Degree in Political Science, Sociology, or Public Administration with a focus on public communication, organizational development, public policy or related field 
  • Keen interest in civil society development, political processes and national reforms
  • Excellent understanding of political and civic landscape in Ukraine 
  • At least 3 years of work experience in a related field 
  • Experience in all aspects of program cycle, including design, coordination, operations, monitoring and evaluation is desirable
  • Strong writing skills with the ability to present clear and concise analysis
  • Demonstrated success working in a team environment
  • Fluency in Ukrainian and English
  • Ability to work in an organized manner, meet deadlines and work in a team
  • Excellent written and oral communication skills required
  • Excellent computer skills (Microsoft Office Programs, Google suite)
  • Willing and able to travel within the country to support program activities
