Role and responsibilities

The purpose of Shelter Project Coordinator position is to provide support on specific technical competences related to Shelter programme development.

Generic responsibilities:

  • Adherence to NRC policies, guidance and procedures
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Contribute to specific protection risks and needs analyses
  • Contribute to the design in consultation with PAC of protection response to identified risks and needs
  • Contribute with Shelter/WASH specific technical competence to the development of Shelter/WASH strategy, Integrated LogFrame, and Plan of Action
  • Contribute with Shelter/WASH specific technical competence to programme development, adjustment or review
  • Contribute to NRC strategy development and provide input on needs and gaps from relevant area
  • Develop training modules and provide specific technical learning or/and training for project staff
  • Provide training to relevant stakeholders
  • Ensure proper filing and scanning of all Shelter/WASH documents according NRC procedures and policies

Specific responsibilities:

  • Lead the Shelter technical assessments
  • Provide Shelter specific technical input to coordination mechanism (e.g. cluster coordination) and working groups
  • Ensure proper sensitization, informing the community about the planned activities, the criteria for, and selection of beneficiaries
  • Contribute to development of Shelter specific technical guidance, tools and mechanism
  • Contribute to organizational learning through the provision specific technical analysis, lessons learned and reports, and trainings
  • Support the management and implement portfolio of Shelter projects, in line with proposals, strategies and donor requirements
  • Provide regular progress reports to PM
  • Promote and share ideas for quality improvement of the Shelter activities
  • Coordinate with relevant authorities, humanitarian actors and other relevant partners vis a vis project implementation.
  • Ensure comprehensive documentation of all activities conducted
  • Prepare technical information and specifications required for tenders on procurement of construction materials, tools, equipment or services
  • Work to eliminate barriers of programmatic co-location/integration between Shelter, WASH ICLA, Livelihood, and Camp Management (UDOC)
  • Manage the Shelter technical team, set clear indicators for achievement and introduce a follow up and reporting mechanism
  • Support the line manager in drafting reports of any kind and contributing to proposals writing with development of work plan, budget, list of activities
  • Liaise with local government/community to advocate for the Shelter activities, obtain required permissions for project implementation and coordinate activities.
  • Represent the Shelter department in local coordination meetings
  • Assist with any other duties assigned by line manager as and when required.

Competencies

 1. Professional competencies

Required competencies for this position:

  • Degree in a technical discipline (Engineering/Architecture) or Construction Project Management
  • 3+ years of relevant experience managing construction projects
  • 2+ year in humanitarian sector in technical role
  • Fluency in Ukrainian
  • C2 level in English, both written and verbal
  • Good working knowledge of the mandates and standards of programming within the framework of the international humanitarian sector
  • Excellent interpersonal and networking skills and the ability to liaise authoritatively with figures from the humanitarian community, local media, local government and army, and other relevant actors, when required
  • Excellent communication and reporting skills, both written and oral.

Desirable skills, knowledge, and experience

  • Degree in Structural Engineering
  • Experience in Surveying
  • 1+ year experience working in relief operations in challenging environments
  • Fluency in spoken and written English
  • High proficiency in AutoCAD
  • Willingness to work in demanding, stressful situations with respect for basic security rules.
