Role and responsibilities
Generic responsibilities:
- Line management of Cash project field staff
- Adherence to NRC policies, guidance and procedures
- Contribute to Cash strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market based programmes
- Manage and implement delegated portfolio of Cash projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
- Provide regular progress reports to PM (AM and CCS if no PM)
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:
- Development and follow up of M&E plan
- Develop beneficiaries’ selection criteria
- Coordinate with NRC Cash Programme Development Manager and Area Programme Manager the development of cash strategy activities, tools and plans.
- Ensure reconciliation delivery documentation is updated in accordance with NRC standards and donor requirements
Support Area Offices in the implementation of the project by:
- Capacity building of field staff
- Provide cash technical supervision and guidance to field staff
- Revision and supervision of budget and implementation plans
- Coordination between Areas Offices
- Establish and lead a Cash Technical Committee between Cash &Livelihoods Team Leaders based in the Areas Offices
Competencies
1. Professional competencies
Generic professional competencies for this position:
- Experience working on Cash and/or Livelihoods project implementation position in a humanitarian/recovery context.
- Previous experience working in complex and volatile environments
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English, both verbal and written
Context related skills; knowledge and experience
All below requirements would be an advantage
- Experience with market assessment approaches
- Experience with small-scale income-generation activities
- Experience with community-based projects/activities
- Experience working with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion
- Skills in monitoring and evaluation would be beneficial.
- Experience with multi-sectoral and integrated Cash and Livelihoods programming
- Professional knowledge of cash transfer modalities/systems.
- Experience with early recovery /reconstruction projects is an asset.
- Familiarity with the UN Cluster system and response coordination mechanisms.

We offer:
- Type of contract: 3 months contingent upon availability of funds
- Salary/benefits: According to NRC salary scale, terms and conditions.
- Duty station: West Ukraine for the meantime and long term to be decided
