Position: Municipal (Local) Finance and Public Investment Management (PIM) Consultant

Context: U-RESTORE is a five-year initiative funded by Global Affairs Canada and implemented by Cowater International in partnership with Ukrainian civil society. The project seeks to Enhance the resilience of local communities, particularly women and groups in vulnerable situations, in 12 hromadas across two oblasts in government-controlled areas of Ukraine by fostering a collaborative and transparent local recovery process. U-RESTORE will increase the effectiveness of national ministries and hromadas in coordinating and managing gender-responsive and inclusive recovery, while strengthening Ukrainian civil society to better support recovery and hold government accountable. The Project will work with civil society organizations, especially those representing women and groups in vulnerable situations, to influence recovery decision-making in hromadas and foster inclusive and transparent governance. It will also implement social infrastructure reconstruction and small-scale economic development projects responding to priority community needs.
Description of Position: The Municipal (Local) Finance and Public Investment Management (PIM) Expert will provide technical guidance and capacity-building support to hromadas in planning, prioritizing, and managing investments in line with the national PIM reform. The Expert will support local governments and Local Recovery Committees (LRCs) in building practical skills and systems to effectively use key PIM tools – including Mid-Term Investment Plans (MTIPs), Single Project Pipelines (SPPs), and the DREAM platform – ensuring that investment decisions are transparent, evidence-based, and sustainable.
The Expert will also contribute to the implementation of social infrastructure reconstruction and small-scale economic development projects that respond to priority community needs, helping hromadas integrate these investments into formal PIM processes and long-term development plans.
Responsibilities:
The Municipal Finance and PIM Expert will:
- Contribute with the development and review of the Local Capacity Assessment framework as it relates to the implementation of PIM
- Participate in workshops and meetings with project staff and beneficiaries to streamline approaches to capacity building on PIM
- Provide an update on the key policy updates and policy discussions happening on the national level in regards of PIM reform and its methodology, analysing potential challenges in implementation and conflicting requirements
- Deliver targeted and practical training on the use of MTIPs, SPPs, and the DREAM platform for representatives of the project hromadas
- Review local policies and practices in the targeted hromada and provide recommendations for improvement
- Provide online consultations to support hromadas in aligning their investment planning and budgeting processes with national PIM standards and procedures.
- Identify best practices on the local level and share them with the project team and communities.
- Contribute to the development of reports, policy briefs, and training materials that support PIM capacity building.
Requirements
- Minimum Bachelor’s in the field of Economics, Finance, Public Administration or other relevant fields.
- Minimum 3 years of experience supporting local governance, inclusive recovery, or community-driven development.
- Proven experience in municipal finance, fiscal decentralization, or public investment planning.
- Awareness of current policy discussions on PIM on the national level and direct contact with key stakeholders in ministries.
- Experience working with hromadas and local authorities in Ukraine, particularly in strategic planning, capacity building, financial management, recovery or decentralization contexts.
- Practical experience in applying PIM tools such as MTIP, SPP, or DREAM platform is a strong asset.
- Understanding of gender equality, inclusion, and accountability in local governance.
- Excellent organizational, coordination, communication and reporting skills.
- Ability to work independently with minimal supervision and manage field logistics.
- Fluency in Ukrainian; working knowledge of English preferred.
- Ability to manage competing priorities and maintain high-quality standards under pressure.
- Ability to travel frequently within the oblast.
Employment Conditions:
This is a Consultant agreement for the period of 6 months with maximum days of 50 LOE. The contract may be extended based on mutual agreement between consultant and project staff.
