Deloitte is seeking a Consultant to support the USAID Health Reform Support project in implementing the system of quality assessment at the healthcare facilities. A consultant will develop the e-tool (Excel, with macros) with a scoring system for quality assessment procedures.
Period of Performance: November 2021 – March 2022
Level of Effort: 14 full working days
Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Consultant will develop the e-tool (Excel, with macros) based on the developed Quality assessment procedure and scoring system.
Responsibilities
The responsibilities of the Consultant will include but will not be limited to the following:
- Design the e-tool in Excel with macros, according to the developed procedure and scoring system.
- Develop an easy-to-use e-tool, with a clear interface.
- Contribute to the development of the training materials regarding the usage of the e-tool.
- Participate in meetings with key stakeholders if necessary.
- Communicate regularly with the Project regarding the above-mentioned tasks.
Qualification requirements:
- Master’s or Bachelor’s Degree;
- Excellent skills in Microsoft Excel;
- Experience of the development of the similar e-tools for the data collecting and its’ evaluation with the scoring system;
- Experience in graphic design is preferable.
