Консультант з питань медичних інформаційних систем/ Consultant in Medical Information Systems

Deloitte is seeking a short-term Consultant in Medical Information Systems in support of the USAID/ Ukaid Health Reform Support (HRS) .

Period of Performance: December 2020 – August 2021

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Objective

The Consultant in Medical Information Systems will provide technical expertise in IT solutions to the MOH in building a national framework on health care preparedness for emergency response (including COVID-19 response).

Tasks:

• offer IT solutions for public health and communicable diseases prevention
• coordinate the synchronization of IT solutions for PH with existing MIS and e-Health
• prepare the technical solutions for reporting digitalization and data sharing process
• model data flows (entity relationship diagram)
• conduct technical analysis, jointly with other team members, to identify areas for improvement
• draft technical specifications for services development/customization of existing e-services architecture
• effectively communicate best practices and improved IT solutions to GoU stakeholders to achieve the desired outcomes for the public health reform
• respond proactively to requests by USAID Health Reform Support
• provide other services upon common agreement

 Qualification requirements:

• Master’s Degree in IT / Mathematics or other related areas
• Understanding of Ukraine’s health system and reform concept, e-Health and data exchange protocols
• Knowledge of international best practices in public health and health systems
• No less than 5 years of experience in Ukraine’s health system or in the international technical assistance projects in health sector
• Experience of work with local health care providers, national and regional health care authorities
• Excellent organizational skills
• Good writing and communication skills in Ukrainian.
