Консультант з питань оцінки якості надання медичних послуг на рівні закладу охорони здоров‘я/Consultant on the healthcare quality assessment on HCF level

Deloitte is seeking a Consultant to support the USAID Health Reform Support project in implementing the system of quality assessment at the healthcare facilities. A consultant will participate in the training cycle to gain knowledge and skills in quality assessment at the healthcare facilities and provide transparent assessment in the selected HCFs.

Period of Performance: November 2021 – September 2022

Level of Effort: 21 day

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

The Consultant will learn international best practices in assessment in healthcare facilities. The Consultant will gain skills in data collecting, processing, and analyzing during the cycle of training. HRS project will provide the quality assessment procedure which the Consultant will use for assessment in the selected HCFs.

Responsibilities

The responsibilities of the Consultant will include but will not be limited to the following:

• Participate in the cycle of trainings on quality assessment (2-3 trainings);
• Learn the quality assessment excel tool and use it during the technical assistance;
• Provide the first quality assessment in the piloting HCFs and specific recommendations for improvement;
• Develop recommendations on improvement of the quality assessment procedure based on preliminary assessment in the piloting HCFs;
• Participate in the meetings with the hrs project team and other experts for follow-up revision of the quality assessment procedure;
• Provide the second quality assessment in the piloting HCFs and specific recommendations for improvement;
• Prepare reports on both quality assessments in the piloting HCFs;
• Participate in meetings with MOH, NSHU, local authorities, and healthcare providers if necessary;
• Regular communication with the project regarding the above-mentioned tasks;

Qualification requirements:

• Master’s or Bachelor’s Degree in Medicine / Social / Healthcare administration / Management or other related disciplines;
• Understanding of Ukraine’s health system and reform concept;
• At least 3 years experience of work in Ukraine’s health system or in the international technical assistance projects in the health sector;
• Willing to develop and improve the quality in healthcare;
• Experience of work with local healthcare providers, national and regional healthcare authorities;
• Excellent organizational skills;
• Good writing and communication skills in Ukrainian.
