Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: UXO Consultant

  1. Duty Station of the Consultancy: Kyiv, Ukraine
  2. Duration of Consultancy: 6 months
  3. Nature of the consultancy: Under the overall supervision of the Chief of Mission and the Housing Programme Coordinator, and the direct supervision of the Government and Legal Engagement Officer, the successful candidate will provide specialized support for the UXO risk assessment and facilitate the process, development of internal and programme guidelines/SOPs and trainings for IOM staff for the Project: “Improving the living conditions for internally displaced people in Eastern Ukraine”. This is to ensure compliance with the international standards on the humanitarian demining for the conflict-affected areas of the project’s implementation.
  4. Project Context and Scope: IOM-Ukraine implements several humanitarian shelter and affordable housing interventions whose aim is to provide a surplus to affordable, modern, and energy-efficient housing stock making it available for accommodation by vulnerable persons among IDPs and local residents. All the upper-mentioned is related to repairs, rehabilitation, reconstruction, and the capital construction of housing units. The particular affordable housing project is reinforced by the strong communication component and engagement with the communities/municipalities, which participate in the project, as well as the governmental agencies in Kyiv. As the project implementation shall be compliant with the World Bank environmental and social safeguards with a recently added portfolio on humanitarian demining, support from the certified specialist on UXO is required.
  5. Organizational Department / Unit to which the Consultant is contributing:

  1. Category A Consultants: Tasks to be performed under this contract.
  • Develop a capacity development plan for IOM staff and contractors including adequate documentation monitoring and evaluation mechanisms.
  • Develop supporting documentation for UXO management/awareness (guidelines, SOPs, training material).
  • Perform in accordance with requirements of financing body (KfW) next actions:
    - Develop community engagement mechanisms to prevent potential future UXO related insistences and raise awareness.
    - Participate in preparing ESHS (Environmental Social Health and Safety) Due Diligence reports giving input on possible UXO risk.
    - Conduct UXO risk assessments for the Project selected objects and adjacent areas.
    - Integrate developed algorithm of actions regarding UXO finding during the construction activities into Emergency Response Plan of ESMMP (Environmental, Social, Management and Monitoring Plan) package.
    - Develop separate Annex to ESSMP package in case of increased risk of finding UXO.
  • Participate in selection applicable contractors and manage their work progress according to IOM standards.
  • Respond donors to UXO related issues/questions raised.
  • Prepare different type of reports on donor/Shelter and Housing unit request.
  • Initiate and supervise conduction of non-technical survey by contractor and accept their work.
  • Development and delivery of EORE sessions to IOM relevant personnel and IOM contractors.
  • Be familiarized and carry practical knowledge on IMAS standards.
  • Advice on further preventative measures to be undertaken during the implementation of the project (capital repair, new construction of damaged buildings, areas of operation which sustained shelling).
  • Collect information about the physical circumstances at the site, and other factors that may be relevant to decision-making processes.
  • Liaise with governmental authorities and relevant communities in managing UXO issues.
  • Analyze reports of Unexploded ordnance (UXO) clearance submitted previously by local State Emergency Services and Police.
  • Perform such other duties as may be assigned.
  1. Performance indicators for the evaluation of results
  • Quality and depth of UXO paragraphs inserted into ESHS Due Diligence reports (considering all past military actions or former military context).
  • Compliance of non-technical surveys to IMAS applicable standards.
  • Positive progress of planned UXO risk assessments with completed ones.
  • Zero security accidents during construction activities.
  • Absence of conflicts with community and contractors regarding UXO issues.
  • Readiness of UXO Annex to ESMMP and quick follow-up on possible donor comments with absent of feeling of uncertainty.
  • Good quality reports with clear reasonable conclusions and recommendations following best practise for safety and security.
  • Minimum 80% EORE coverage of all related contractors and IOM personnel of the Project.
  1. Education, Experience, and/or skills required

Education

Advanced university degree (Master’s degree or equivalent) with four years of relevant experience; OR

First-level university degree (Bachelor’s degree or equivalent) in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience

Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations;

Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups;

Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Relevant experience is defined as experience in curriculum development, training delivery, communication/education material development, or health promotion;

Two years of experience in risk education related to explosive hazards, improvised explosive devices, and small arms and light weapons are required;

Two years of experience in risk education related to explosive hazards and small arms and light weapons are required;

A minimum of 3 years of demonstrated experience in community liaison, non-technical survey, demining and explosive ordnance risk education (EORE);

Minimum 3 years of relevant experience in the following:

o Previous experience in capacity building and training of internal and external stakeholders
o Proven Risk Education training and educational material development experience.
o Operational Efficiency: demining experience is an advanced benefit.
o Able to work in difficult and insecure circumstances.

Fluency in English (reading, writing, and speaking) and Ukrainian is required.
