Chief of Party – USAID Ukraine Physical Rehabilitation Activity

This Opportunity:

USAID/Ukraine is looking to expand its investment in the physical rehabilitation sector in Ukraine to respond to the increased short- as well as long-term needs of Ukrainians. This is not only motivated by the impacts of Russia’s invasion, but also to support persons with disabilities, older persons and any other person that would benefit from access to physical rehabilitation and assistive technology services (AT). This may include additional or future programming related to physical and occupational therapy, prosthetics and orthotics (P&O), wheelchair service providers and AT products. USAID has identified three specific objectives to support the physical rehabilitation sector in Ukraine: 1) Strengthen national, regional, and local leadership, management and governance capacity related to the physical rehabilitation sector, 2) Increase access to and availability of affordable, quality and sustainable physical rehabilitation services, and 3) Develop community-level services and promote the inclusion and participation of persons with disabilities and their families.

The Chief of Party of the Physical Rehabilitation opportunity in Ukraine will be ultimately responsible for the efficient and effective oversight of all elements of the Project. Their primary responsibilities are to provide overall leadership, management, and general technical direction of the program, ensuring an integrated vision among different components and actors, and a focus on achieving the desired results. This individual must identify issues and risks related to implementation in a timely manner and suggest appropriate adjustments. This individual must act as the key liaison with USAID and all other counterparts, implementing partners and stakeholders involved with the program. The position requires significant coordination skills, broad general and technical knowledge, an ability to cope with multiple interests and challenges, experience in developing countries, and skills to ensure coherence and consistency in the face of urgent deadlines. 

*This is an anticipated project, and all positions are contingent upon award from USAID.*

Reporting & Supervision:

The Chief of Party will serve as the primary liaison with USAID and will report to the home office Project Director. The Chief of Party will have ultimate supervisory authority over the project team.

Primary Duties and Responsibilities:

  • Provide overall strategic, technical, programmatic, financial, and management guidance and support for the project activities
  • Serve as the primary point of contact for USAID Ukraine Mission
  • Serve as the Palladium representative in Ukraine for the project and liaise closely with the Ministry of Health and other government stakeholders on successful implementation of the project
  • Provide technical expertise and leadership in systems strengthening, workforce development, service delivery, capacity building, and community-based services
  • Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and USAID reporting requirements are followed
  • Manage project staff, and ensure smooth coordination with official and unofficial project partners
  • Manage relationships with Government, and ensure project activities align with government initiatives

Key Competencies Required:

  • A master’s degree in a relevant field of study, e.g. public health, health policy, or international development
  • At least 10 years of relevant experience with international organizations, US government agencies, Ukrainian government, or Ukrainian local organizations
  • At least 5 years of senior leadership experience, e.g. as a Chief of Party, Deputy Chief of Party, Project Director, Deputy Project Director, etc.
  • Technical experience relating to physical rehabilitation, disability and inclusion, and/or mental/psychosocial health in Ukraine or Eastern Europe
  • Fluency in English, and Ukrainian or Russian
  • Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements
  • Excellent written and verbal communication skills; ability to write technical documents in English and Ukrainian or Russian
  • Experience implementing health system strengthening activities in Ukraine
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams
  • Evidence of strong communication skills, both interpersonal and written, to fulfil the diverse technical and managerial requirements of the contract
  • Strong strategic thinking and leadership skills, with the ability to raise important questions, assess logic, and working with teams to make necessary improvements
  • Evidence of engagement with the medical workforce, training and competency development would be a plus
