Title of position:   Head of Program at Malteser Relief Service in Lviv

Location: Lviv, Ukraine; 

Employment: Full-time; 

Reports to: СPO 

Type of Appointment: Fixed-term – one year 

Qualification requirements:

  • Мaster’s degree in Business Administration, Management, Public Administration, Social sciences, International relations, Development Studies, Migration Studies, Business administration (MBA) or related field. 
  • Experience of  work with projects – at least 5 years. Ехperience of work in international and Ukrainian NGOs, and international donor-funded projects would be preferable. 

 Malteser Ukraine (Malteser Relief Service, Мальтійська служба допомоги – укр.) is the part of international humanitarian relief agency of the Sovereign Order of Malta. Malteser Ukraine began working in Lviv in December of 1990. Almost at the same time, similar charitable centers were established in Ivano-Frankivsk, Beregovo, Mukachevo and Kyiv. In 2013, the centers merged into the Maltese Relief Service in Ukraine with the main office in Lviv. The main activity of the organization are a daily charity kitchen, assistance to children in boarding schools and orphanages, poor and lonely elderly people, people with disabilities, as well as training in first aid.

Since the first day of the full-scale war in Ukraine, Malteser Ukraine has been providing humanitarian aid, taking care of shelters for displaced persons, providing hot meals for IDPs, implements a winter program (providing communities with generators, restoring destroyed buildings, providing critically important products), organizes integration activities (excursion tours for refugees, children’s camps, etc.).

 Head of Program must know:  

  • Legislation of Ukraine, resolutions, decrees, orders, decisions and other normative legal acts of state authorities and local self-government bodies that regulate the activities of a non-governmental organization (NGO); 
  • Humanitarian principles of activity NGO; 
  • Fundamentals of project management (preferably education or a certificate of successful completion of course); 
  • System and forms of on-farm  (management) accounting, reporting and control. 

languages: Ukrainian –  fluency;  English – B2 at least is required.   

Proficiency using Microsoft office, and other relevant software (especially in MS Excel) 

The Head of Program in his work is guided by

  • The Constitution of Ukraine; 
  • Legislation of Ukraine and other regulatory legal acts of state authorities, local regulatory legal acts related to the activities of NGOs; 
  • Policies of the Malteser Relief Service in Lviv (Organization) 

Main Responsibilities/Tasks 

  1. Responsible for strategic development and implementation of Organization’s program portfolio;  
  2. Develop and improve program management procedures;
  3. Responsible for opening new projects, including preparation of donor’s applications and all supporting information; 
  4. Manages and supervises the work of project managers of the department;
  5. Produce written narrative and financial reports of all projects and make presentations;
  6. Conduct monitoring of project objectives, activities and budgets and ensure proper performance and reporting of department; 
  7. Represent Organization in regular coordination meetings with donors, local authorities, partners, and the UN cluster system;
  8. Analysis of the effectiveness of project implementation at all stages – in close collaboration with the MEAL Manager; 
  9. Ensure program operations and activities adhere to legal guidelines and internal policies, donor policies, project agreements, as well as humanitarian sector standards.
