Verkhovna Rada is looking for the Team Leader on EU Approximation of Ukraine

The European Bank for Reconstruction and Development (EBRD) and the European Union (EU) are stepping up the efforts to support accession of Ukraine to the European Union through the Ukraine Reforms Architecture (URA)[1] programme. Reform Support Team for Legal Approximation of Ukrainian Legislation to the EU acquis Approximation (RST) will be established to address the critical needs of the Ukrainian Parliament in the area of EU acquis transposition and provide support to accelerate critical EU integration reforms.

The RST will be an advisory body to the Apparatus of the Verkhovna Rada and will provide analytical and legal support to the adaptation of the Ukrainian legislation to EU norms and assist with closing the existing capacity gaps in the area of EU acquis transposition. It will provide support to parliamentary committees and their sub-committees, including the Parliament’s Committee on EU integration and subcommittees on adaptation of the national legislation to EU acquis, parliamentary committee secretariats, the leadership and Members of the Parliament.

The RST will be integrated into existing coordination mechanisms between the Parliament and the Government while maintaining close collaboration and coordination with other reform teams of the Ukraine Reforms Architecture. The team will consist of 10 experienced Legal Experts in the pilot stage, which is expected to last for 6 months.

We are now opening the competition for the position of RST Team Leader. The interested professionals are encouraged to apply.

The initial consultancy assignment is expected to start on 1 March 2023 and has an estimated duration until 31 August 2023. This assignment has an opportunity for extension, subject to the donors funding availability and the consultant’s performance.
