The Chief of Field Office reports to the Deputy Representative and is responsible for ensuring monitoring of the situation of children; engagement with local authorities; maintaining local partnerships and field monitoring; and ensuring that learning from the humanitarian interventions are fed into recovery and national development policies and programmes. The incumbent will supervise the implementation of the country programme at zonal level in three zone offices focusing primarily on child protection, WASH, and education. The incumbent will also coordinate country office emergency preparedness and response in Eastern Ukraine, and will be responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions in Eastern Ukraine, to ensure the survival and well-being of children and mothers and affected communities in emergency. 

How can you make a difference? 

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results:

  1. Representation and advocacy: On behalf of the Country Representative, represent UNICEF in the three UNICEF Zones in Eastern Ukraine, and advocate for policies supportive of UNICEF goals & objectives, building alliances in government, NGOs and community groups towards the achievement of these goals. Represent UNICEF in meetings with senior government officials as well as multi-lateral, bi-lateral agencies, non-governmental organizations and maintain an effective working relationship with them, advocating for the rights of children in all fora.
  2. Programme planning and development:  Stay abreast of the changing situation of women and children in the three Zonal areas, and in liaison with the CO, plan and adapt programme priorities and interventions in these areas accordingly. Plan the implementation of the UNICEF country programme in the zonal areas using strategies and interventions appropriate to the situation on the ground. Develop annual and monthly workplans that contribute to the Country Programme results.
  3. Programme implementation and monitoring: Lead and guide three Zonal Offices in implementing UNICEF programme activities within the three Zones, and ensure timely delivery of the programme/project results as per agreed indicators and benchmarks. Ensure effective and appropriate use of all human and material resources, and close collaboration with government and other partners, while overseeing the implementation of UNICEF programmes in Eastern Ukraine to ensure smooth, sustainable, and efficient execution of all programme activities. Develop and make effective use of programme monitoring systems ensuring that information generated leads to decisions to improve project performance and feedback to field staff. Contribute to cross-sectorial coordination and coordination between UNICEF Kyiv and three zonal Offices for synergy of results and sharing of expertise, ideas and good practices. 
  4. Management: Direct, supervise and coordinate the Zonal Office Workplan in VISION, including programme and operations, monitor progress quarterly to ensure objectives are met. Closely monitor financial commitments, expenditure and liquidation of programme and admin. funds allotted to the Zonal Offices under the integrated budget. Establish and monitor relevant internal controls. Assign tasks to staff Programme Specialists heading the three Zonal Offices, monitor performance, complete the Performance Appraisal System process as required, and ensure appropriate professional development and training of staff. Participate with CO management in hiring appropriate services as required through Special Service Agreements (SSA) Temporary Appointments and outsourcing, following UNICEF’s rules and regulations.  Monitor performance as needed. Provide relevant input and updates to the Country Management Team (CMT) meetings. Pay particular attention to staff security and ensure that all staff are familiar with UN basic security guidelines. 
  5. Emergency; Policy, Planning and Monitoring: Assesses local conditions resulting from the emergency situation affecting children and their families in Eastern Ukraine. Participates in the formulation and development of plans of action in preparation and response to emergencies, and monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response in Eastern Ukraine. Provides policy and program advice related to emergencies, including on management related issues. Contributes guidance to the country office in the implementation of emergency preparedness measures, which strengthens preparedness and response mechanisms when faced with impending emergencies. Leads and/or participates in needs assessment missions in conjunction with the Regional Office, the HQ Divisions, and field staff, in order to determine priorities and an appropriate intervention by UNICEF. Participates in UN Country team emergency response. Develops and maintains databases on regional information related to emergencies. Ensures the flow of information and communication crucial for the planning and implementation of emergencies.
  6. Emergency Response: In the event of an exacerbated/new emergency in Eastern Ukraine, takes prompt action as Chief, Field Office and member of the Emergency Response Team which is deployed immediately to strengthen UNICEF’s presence and implement operational tasks relating to emergency assistance.
  7. Emergency Oversight: Assists the (Deputy) Representative in emergency operations oversight and program management to ensure that the funding, budget, management, reporting, and field presence coordination are managed efficiently and effectively with clear accountabilities.
  8. Emergency Coordination:  Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with the special needs resulting from emergency situations requiring effective emergency responses in all sectors. Identifies implementing/operational partners and establishes implementing arrangements.  Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.
  9. Resource mobilization for emergency and development.  Prepares inputs for appeals and updates related to emergencies as well as project proposals for emergency and development. Works with program sections and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents.

To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • A minimum of eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Country- based work and experience.

  • Specialized training/experience in emergency response management.
  • Experience in both development and humanitarian contexts is an added advantage.

  • Relevant experience in management in a UN system agency or organization is highly desirable. 

  • Fluency in both English and Russian is required.

  • Knowledge of another official UN language (Arabic, Chinese, French,  or Spanish) or a local language is an asset.
