Deloitte is seeking a qualified candidate to serve as an IT Systems Advisor in supporting the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.
Project Background
Ukraine SOERA supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – State Agency for Restoration and Development of Infrastructure (SARDI), Project Management Unit (PMU), and Ministry for Restoration (MOR) – and improving R&R coordination across Ukrainian and donor stakeholders.
Specifically, SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels.
SOERA will deliver technical assistance, supporting SARDI’s selection of software tools by providing a framework to assess their current state, define their vision and future needs, perform evaluations of off-the-shelf products and in-house development capabilities, and implement selected tools.
Objective
The IT Systems Advisor will provide specialized process analysis, software technical capabilities testing, and compatibility assessment with other tools and existing SARDI systems.
Responsibilities
- Analyze and advise on SARDI’s current and future software requirements
- Identify opportunities for operational improvements via software tools
- Interview stakeholders
- Analyze software interrelations and codependencies
- Provide IT systems analysis and support for SARDI
- Assist in the research and development of analytical reports to support IT assessment and technical assistance tasks
- Facilitate discussions with vendors to identify optimal off the shelf and customized software solutions
Required Qualifications
- University degree in computer science, information technology, or a related field
- Minimum 5-7 years of professional experience related to IT systems analysis
- Excellent communication skills in Ukrainian and English
- Deep understanding of management information systems software and technology
