Ukraine’s Cohesion and Regional Development Project, UCORD is looking for a Grant Manager

Expected start date: 2 February 2026
Location: Ukraine, Kyiv
Employment: full-time

1. Background

Swiss-Ukrainian project «Ukraine’s Cohesion & Regional Development», UCORD, is implemented via the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.

UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytska, Sumska, Ternopilska, Vinnytska, Odesa and Volyn oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread throughout the country. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries. 

The aforementioned project activities necessitate the support of a Grant Manager to support the project’s growing grant activities which, in turn, support the diverse project components and its broad scope of objectives.

2. Objective

The Grants Manager ensures compliance with the donor’s requirements for the project’s grant activities, timeliness of reporting from recipients and their verification, and other duties according to the job description.

3. Scope of Work

  • Under the supervision of Project Leader support preparation to development with subsequent monitoring of implementation of grants actions of UCORD
  • Support developing required grant agreements and grants manuals
  • Administer grant agreements with recipients of grants
  • Oversight the disbursement of grant funds to recipients, ensuring compliance with established guidelines and policies
  • Regular monitoring the use of grant funds by recipients to ensure accountability and proper allocation of resources
  • Verification of financial and narrative reports on the use of grant funds by recipients to ensure compliance with the requirements of the grant agreements as well as provision of recommendations for improvements and rectifications
  • Liaison with recipients of the grants to resolve any queries or issues related to the allocation, use or reporting of grant funds
  • Carrying out trainings and guidance to recipients of the grants on financial management, reporting requirements and best practices to ensure compliance with the UCORD procedures and Grants Manuals
  • Reconciliation of grant funds disbursement and utilisation records periodically, identifying any discrepancies and ensuring they are addressed promptly
  • Establishing regular channels of communication with recipients of the grants to discuss financial performance, challenges, and opportunities to improve grant fund management
  • Collaboration with internal and external auditors during the audit of grant funds to ensure transparency and accountability in the management of these resources
  • Proactively identifying potential risks or challenges in grant funds management and suggesting preventive measures or mitigation actions
  • Ensuring proper and safe filing of all records and finance supporting grants documents including but not limited to invoices, receipts, acts etc. and contracts signed within UCORD Project
  • Liaising with other Grants Managers of UCORD to share experience, knowledge and practices in grants management to ensure compliance, timely gaps and errors rectification or procedural improvements
  • Upon request of the Project Leader, liaise with UCORD grant managers on the preparation, development, and ongoing monitoring of implementation of grants actions of UCORD
  • Provision other services of relevance for the implementation, as stated in the Project Document.
  • Scanning, filling and archiving of all finance supporting grants documents as soon as any expenses is booked in to the finance report
  1. Qualifications and Experience

Education

  • Master’s degree in a relevant field of study such as accounting, finance, business administration,
  • project management or other relevant filed.

Relevant Experience:

  • General professional experience of at least 10 years;
  • Proven experience in financial management, accounting, or grant administration within donor funded programmes or projects;
  • Strong knowledge of project cycle management;
  • At least 7 years of practical experience in grants management and/or overall  operations management;
  • Experience in identifying financial irregularities and providing recommendations for corrective actions;
  • Familiarity with EU financial rules and procedures,
  • Knowledge of various donor guidelines (EU, SDC) as well as funding platforms (Horizon Europe, Interreg)

Skills

  • Understanding of relevant laws, regulations, and compliance requirements in the financial sector and procurement
  • Deep understanding of financial principles, financial reporting, budgeting, and analysis
  • Proficiency in financial software, databases, and MS Office. Knowledge of ERP systems is required
  • Strong decision-making skills and ability to operate under pressure
  • fluency in written and spoken Ukrainian and English

  • Note: Candidates must be registered as a Private Entrepreneur (PE), 3rd group, as this is required for contract signing.
