Under the guidance and direct supervision of the Head of Unit, the Communication Officer supports the development and implementation of the communication and media strategies, which are geared to foster the promotion and the protection of human rights in Ukraine.

 Duties and Responsibilities

  • Contributes to the design and implementation the communication strategy of the UN Human Rights Monitoring Mission in Ukraine (HRMMU) for human rights promotion and increased visibility of HRMMU;
  • In coordination with program staff, undertakes activities supporting media coverage of HRMMU activity: assist in establishing and maintaining contacts with media, responding to media requests, initiating and arranging interviews;
  • Assists in drafting and editing of articles, press releases, human interest stories, social media content and other information materials;
  • Organizes and generates public support for special events, including the launch of the OHCHR public reports in Ukraine, Human Rights Day, and other relevant dates;
  • Contributes to/or oversees production of communication products: brochures, booklets, press-releases, audio-visual materials, backgrounders, etc.
  • Monitors and analyzes current events, public opinion and press; identifies issues and trends in Ukraine’ political, social and economic environment, and advises the management on appropriate actions/responses
  • Works collectively with other UN communication officers within the UN Communication and Advocacy Group (UNCAG); elaborates and participates in joint communications campaigns, ensuring human rights angle and approach;
  • Performs other functions and special duties as required.

Competencies and Selection Criteria

  • Professionalism: Knowledge of the full range of communications approaches, tools, and methodologies essential to planning and executing effective campaign strategies and programmes, e.g. campaign management, media operations, marketing and promotion, audience outreach, message targeting. Ability to rapidly analyze and integrate diverse information from varied sources. Ability to identify public affairs issues, opportunities and risks in an international environment. Ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships. Knowledge of relevant internal policies and business activities/issues.  Ability to produce a variety of written communications products in a clear, concise style. Ability to deliver oral presentations to various audiences. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
  • Communication:  Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
  • Planning& Organizing:  Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
  • Creativity: Actively seeks to improve programmes or services; offers new and different options to solve problems or meet client needs; promotes and persuades others to consider new ideas; takes calculated risks on new and unusual ideas; thinks “outside the box”; takes an interest in new ideas and new ways of doing things; is not bound by current thinking or traditional approaches.

Recruitment Qualifications

Education:

  • Advanced university degree (Master or equivalent) in communications, journalism, media relations, marketing, public information, other social sciences or humanities is required.
  • A combination of relevant academic background (at least a first level university degree i.e. bachelor’s degree or equivalent) and 2 years of extensive relevant professional experience in a related area may be accepted in lieu of advanced university degree.

Experience:     

  • Up to two years of professional experience in public information and/or public relations are required.
  • Knowledge of and experience in working with human rights are desirable.
  • Experience working with the United Nations or a comparable international organization in Ukraine is desirable.

Language Requirements:

  • Fluency in oral and written Ukrainian, English and Russian.
