About the Project:
U.S. Agency for International Development (USAID)/Ukraine requires a broad array of professional architecture and engineering (A&E) services to support the Mission’s technical offices. Areas of support include agriculture, education, economic growth, export, passive protection, governance, and health. In particular, the Mission requires A&E services in support of critical infrastructure restoration projects in Ukraine with a focus on aiding Ukraine recover and rebuild from Russia’s unprovoked war. Critical infrastructure includes, but is not limited to, energy generation plants; electricity and natural gas transmission; distribution networks; substations; energy storage systems; heating systems and networks; water and sanitation systems; building, housing, and telecommunications networks and systems; transportation systems and networks; border crossing facilities; and railways and ports. USAID has awarded GPTech its Ukraine Reconstruction Support (URS) Program contract. GPTech is seeking a Senior Operations Manager for the duration of this 5-year scope of work. This is a full-time role based in Kyiv, with required travel to project locations in Ukraine.

Responsibilities:
The Senior Operations Manager will be responsible for the administrative and operational aspects of the URS Program. The successful candidate will work closely with the Chief of Party (COP), Deputy Chief of Party, and project staff to oversee financial, administrative, contractual, logistical, safety, and compliance issues. The position will serve as a liaison between URS Program staff and GPTech’s administrative and enterprise services to maintain the smooth operations of the Field Office. This will include the development of standard operating tools, procedures, and systems to improve overall project management, ensure collaboration between and among global and local partners and team members, lead the creation and monitoring of workplans, and develop programmatic reports for USAID. The Project Operations Manager will coordinate with the project team to ensure timely responsiveness to the programmatic needs of USAID and its Mission.

Responsibilities of the position include, but are not limited to:

  • Provide guidance, strategic support, and quality control on all administrative and operational aspects of the program. 
  • With COP oversight, manage and guide the day-to-day activities of the program with an emphasis on financial oversight, project performance, and contractual compliance. 
  • Manage subcontracting, facilities, and overall administrative program operations. 
  • Work with technical staff and the GPTech Home Office Finance Manager to prepare and monitor approved budgets for program activities. 
  • Ensure that key and necessary functions for GPTech and partners (e.g., deliverables, reporting, human resources actions) are carried out accurately, of excellent quality, within budget, and produced in a timely basis. 
  • Serve as liaison between the GPTech Home Office and local program staff for consultant agreements and work orders; fixed price agreements; sub-contracts, sub-agreements, and necessary modifications; and preliminary review of contractor vouchers for accuracy and compliance with billing requirements. 
  • Lead the monitoring of and ensure compliance with USAID’s and GPTech’s policies and regulations for procurement, completion of contractual deliverables, and other areas; monitor concerns and address questions regarding contracts and client compliance; advise and take corrective action. 
  • Oversee entire URS Program, with a focus on minimizing risk across discreet projects. Monitor budgets and scope to ensure successful execution of project deliverables and completion of project(s). 
  • Supervise administration staff and consultants to ensure compliance with GPTech’s policies and USAID and Ukrainian regulations.
  • Perform other duties as assigned.

Qualifications: 

  • Bachelor’s degree in business, finance, accounting or a related field
  • Minimum of 10 years of relevant experience in a programmatic environment with areas to include contracts, field experience, and at least 3 years of experience with USAID rules and regulations
  • Minimum of 3 years of supervisory experience
  • Articulate, professional, and able to communicate in a clear and positive manner with clients and staff
  • Experience with multi-sector/agency management and implementation
  • Experience working on a USAID project
  • Prior work in a non-governmental organization preferred
  • Professional-level fluency in English, both written and spoken, required; fluency in Ukrainian required
