GIS Development Data Analyst Support tо Anti-Corruption Champion Institutions Program in Ukraine

 Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has a target to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Ukraine reconstruction efforts.

 Position Summary:

The Data Analyst will contribute to the development of the terms of references (ToR) for the development of Geo-Information System (GIS) software and business and data management processes at regional and local levels. The Data Analyst will be responsible for the preparation of data evaluation and database concept for developing of the GIS software. This is an STTA position with an expected level of effort of up to 20 days.

 Responsibilities:

  • Analyze the existing datasets, its volumes, and data structure.
  • Research and define business processes to be developed by Business Analysts.
  • Research and identify a list of resources for integration in GIS system.
  • Propose a stack of data in GIS software.

 Qualifications:

  • Bachelor’s degree in IT, Information Analysis, Business Analytics or other relevant fields is required.
  • Minimum of three years of experience as Business Analyst or Data Analyst or related position is required.
  • Familiarity with data warehousing and Extract, transform, load (ETL) pipelines is required.
  • Advanced knowledge of Structured Query Language (SQL) and hands-on experience with Tableau is required.
  • Strong knowledge of statistics and probability theory is required.
  • Hands-on experience with Athena, Redshift is required.
  • Knowledge of basic Linux commands is required.
  • Fluency in Ukrainian and proficiency in English is required.
