ADRA Ukraine is a subunit of a larger, worldwide network present in 130, with the main office is in Washington D.C., founded by the Seventh-Day Adventist church. ADRA Ukraine has been operating in Ukraine since 1993. Due to humanitarian response, ADRA Ukraine is providing humanitarian assistance to internally displaced people in 15 regions of Ukraine. In summary, during the years of 2014 and 2015, ADRA Ukraine have completed projects totaling over $2,1 million and reaching approximately 200 000 people. ADRA Ukraine is currently looking for an experienced Finance Director for the ADRA office in Ukraine.

Vacancy: Finance Director
Responsible for all aspects of accounting, taxation, financial reporting, and cash management of ADRA Ukraine.
Starts up date: 01/10/2015
Duration: 6 months with potential extension
Location: Kyiv

Job Description
Controllership :
Ensure ADRA’s office compliance with ADRA’s accounting policy, Ukrainian accounting standards and tax legislation, and generally accepted accounting principles.
Development and supervision of ADRA’s accounting systems and procedures.
Supervision of the preparation of the monthly financial reports.
Coordination and supervision of all financial reports to be submitted to the donors and ADRA’s Regional Office.
Supervise the protection of ADRA’s assets through internal control and auditing procedures.
Supervise and develop inventory control procedures.
Supervision of the preparation of financial reports to various donors, governments and non-governmental entities in respect to both contractual and legal requirements.
Review all leases and other contracts that require current and future use of ADRA’s assets and make recommendations to Country Director.

Treasury Function :
Supervise ADRA’s banking arrangements and maintain liaison with principal bankers. Recommend to the Executive Director any changes in the banking arrangements to include signatory changes.
Supervise the collection of contractual and miscellaneous receivables.
Review and recommend the investment policy of short-term surpluses.
Development of a plan to minimize ADRA’s exposure to currency gain and losses.
Review and implement the ADRA’s accounts payable policy and cash disbursements.

Budgets :
Supervise the preparation of ADRA’s annual operating budget.
Develop a monthly cash budget.
Present the above budget and any major revisions to the Executive Director and Board for review and approval.
Supervise the monitoring of actual expenses against the above budgets and report on to the Executive Director and Projects Managers.

General :
Assist the Executive Director and other senior ADRA staff in the development of project proposals.
Assist the Executive Director and other senior staff in the drafting of donor contracts to include financial inputs and reporting.
Conduct regular field travels to the project regional offices to establish/review financial procedures and assist other financial staff in their needs.
Manage the day-to-day functioning of the finance and accounting department, which will include review of all cash disbursements, cash receipts and any adjusting entries to be made.
Establish an effective filing system which should provide easy access to information and proper documentation of all financial requirements.

Staff Management :
Oversee the management of staff in the finance and accounting department.
Develop a plan for on-the-job training for finance personnel and accountants.
Establish/update a payroll structure for national staff and ensure that all national personnel contracts are in compliance with the local compensation system and with the local labor laws.
Prepare personnel appraisals of staff assigned to the finance and accounting

Qualification requirement:
At least 2 years experience at senior Finance position with a humanitarian/ development organisation
Substantial people and programme budget management experience including budget holding and donor reporting, with good interpersonal skills and ability to communicate at all levels.
Substantial experience in operational management with a good understanding of finance, logistics, and HR procedures.

Languages: Advanced English, fluent Ukrainian and Russian
