Project Overview

Pact is recruiting a Finance and Grants Officer for  the GAC-funded project GAC-funded project Women of Ukraine: heard, capable, resilient. The goal of the project is greater realization of human rights and access to high quality services among women and girls in Ukraine and the advancement of gender equality across the country.

Position Purpose

The Finance and Grants Officer will manage grants and finance of the project as assigned

Key Responsibilities

  • Handle accounting through Pact accounting program due to Pact policy
  • Conduct Bank operations on daily basis and process vouchers for all bank transactions due to Pact policy & Ukrainian legislation
  • Manage petty cash payments and prepare cash management report
  • Control & calculation of travel advances due to Pact policy & Ukrainian legislation
  • Carry out employees payroll, sick leave control and processing due to Pact policy & Ukrainian legislation
  • Prepare monthly reconciliation summary report
  • Administrate full procurement cycle in compliance with Pact’s rules and regulations;
  • Support in the reporting process
  • Ensure the highest level of integrity in the management grants, to include proper adherence to Pact and GAC policies and procedures.
  • Develop grant documents in compliance with funder requirements, using Pact standard templates and working closely with Pact HQ Agreement Management team to execute quality agreements. Administrate the full cycle of grant management activities, from solicitation through selection, pre-award assessment, negotiation, monitoring/compliance visits, and closeout.
  • Utilize Pact’s Subaward Management System (Salesforce) and accounting system (Serenic NAV) for subaward issuance and management. Ensure that all required documentation is uploaded and stored as per Pact policy.
  • Work closely with the Finance Manager to ensure accurate and timely disbursement and liquidation of subaward expenses.
  • Support closeout of awards, including preparation of final inventories, property disposition, etc.
  • Perform other duties as assigned

Basic Requirements

  • University Degree in Finance or Management
  • minimum 3 years’ experience in finance or grants managment;
  • progressive experience of working with international technical assistance programs
  • Excellent computer skills, including database, spreadsheets, accounting software (Microsoft NAV) and word processing;
  • Proven knowledge of Ukrainian tax, financial and labor laws; knowledge of Ukrainian and international accounting standards;
  • Ability to perform financial analysis;
  • Fluent oral and written English, Ukrainian and Russian.
  • Excellent organizational skills and ability to manage a complex workload and deadlines.
  • Excellent communications.
  • Highly effective administration skills, word processing and internet use.
  • Pro-active, intuitive, fast-thinker, and able to work with minimal supervision
