UNICEF supports health, nutrition, HIV prevention, education, safe drinking water, sanitation and protection for children and families caught in the conflict in eastern Ukraine. The office follows a sequenced, zonal differentiated approach: 70 per cent of its humanitarian efforts support children in areas with ongoing conflict. This includes deploying rapid response teams, using inter-agency humanitarian convoys, ensuring contingency planning and pre-positioning critical supplies, and working with local administrations and civil society partners.

In more accessible zones, national systems, municipalities and civil society organizations will be engaged, combining the humanitarian emergency response for displaced and returning populations with recovery and development support.

How can you make a difference?

KEY ACCOUNTABILITIES and DUTIES & TASKS

1. Situation monitoring and assessment

  • Identify and report key emerging issues and trends from field visits, with a focus on issues affecting the humanitarian situation of children and women. Monitor and report on the unmet needs of women and children in the affected areas.
  • Support the CO in collecting and interpreting early warning data effectively to guide the adjustment of programmes and operational approaches when and as country contexts deteriorate.
  • Provide technical support for rapid assessments (inter-agency or independently) to be carried out within the first 48-72 hours of significant changes in the humanitarian context. Provide rapid and accurate information on emergency programme’s coverage, coordination and coherence in close collaboration with partners and in line with the core commitment on children (CCCs)
  • Participate substantively in relevant coordination fora such as the sub-national Assessment Working Groups, including to align situation monitoring efforts with other operational agencies within the area of responsibility.

2. Programme  performance monitoring

  • Plan and undertake high-frequency visits to monitor the progress of UNICEF programming, including the performance of implementing partners and supporting end-user supply monitoring, as a complement to third-party monitoring. Identify delays, bottlenecks, unmet needs and undelivered supplies.
  • Provide technical support to ensure that monitoring system are in place and that key programme indicators are tracked and analysed, including those related to partnerships initiative, and provided regularly to the Field office Team to guide programme and management decisions.
  • Ensure a regular feedback loop, so findings and recommendations from field visits are looped back into programming. Keep track of follow-up actions.
  • Systematically collect beneficiary feedback on UNICEF services and supplies, including appropriateness and satisfaction, and loop this feedback into programming.

3. Continuously strengthen information management systems

  • Provide technical support to programme and emergency colleagues to collect, manage and analyze data on the Field Office response, including data from government and implementing partners.
  • Support the innovation, piloting, use and scale up of tools for the collection, analysis and visualization of data to support management, decision-making and programme accountability and improvement, including mapping and other online, offline, interactive and/or static tools (PowerBi, Kobo, ArcGIS, etc.)

4. Capacity building of field office colleagues

  • Support the adoption and adaptation of Country and Regional Office monitoring and information management tools for use in the Field Office including training colleagues, where required. Provide feedback to Country and Regional Office from a field perspective to improve the relevance and appropriateness of monitoring and information management tools.
  • Provide technical support to Field Office colleagues and local partners on the use of information systems and tools.

QUALIFICATIONS 

  1. Education:

University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.   

  1. Work Experience:

Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:        

  • Two years of relevant professional work experience. Developing country work experience (for IP) or field work experience (for NO)
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

Language Proficiency

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Technical Knowledge

• Knowledge of Project and Activity Evaluation.
• Professional technical knowledge/expertise in Data Collection
• Professional technical knowledge/expertise in Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.

• Professional technical knowledge/expertise in demography, statistics, and data management.
• Methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
• Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
• Gender equality and diversity awareness

c)Technical Knowledge to be Acquired/Enhanced
• Knowledge/expertise of best practices, lessons learned and communication.
• Understanding of UNICEF’s policies and procedures for programming, monitoring and evaluation guidelines.
• Latest programme monitoring and evaluation theory, methodology, technology and tools.
• Understanding of UN Mission and system; and International Code of Conduct.
• Understanding of UNICEF Mission Statement and observance of UNICEF Guiding Principles.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. This position is based in Odesa and the incumbent will be expected be work on-site. However, depending on the security conditions and advisory, s/he will be required to relocate within Ukraine.
