DAI is seeking highly qualified candidates to occupy LTTA position of Operations Specialist position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
PROJECT BACKGROUND
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
Strengthen anti-corruption compliance and control in local governance;
Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
POSITION DESCRIPTION
The Operations Specialist will directly support the Operations Director to deliver efficient, effective, and responsive administrative and operational support to the project. S/he will help to ensure compliance in all project administration and operations in adherence with USAID and DAI policies and procedures.
KEY DUTIES & RESPONSIBILITIES
- Support daily administrative operations of the project, including facilities, logistics, security, inventory and file management, in compliance with DAI policies and USAID rules and regulations.
- Develop and display a comprehensive knowledge of project Field Operations Manual (FOM) and help to ensure compliance through project administration and operations, including in the organization and maintenance of project administrative records.
- Assist with the procurement of operational goods and services such as office and stationery supplies, kitchen and sanitary supplies, and event planning, logistics, legal, and maintenance services.
- Perform screening of project suppliers, partners, and beneficiaries, as required, and maintains appropriate corresponding records.
- Monitor and report on operational vendor/supplier payment schedules and obligations, and follow up on recurrent payments, including collecting and verifying related invoices against purchase records.
- Help to build and maintain relationships with the landlord(s) and/or office building management of office(s) and international staffs’ apartments, and with vendors/suppliers providing administrative and operational support to the project.
- Coordinate relevant procedural requirements to secure appropriate local residency documents and other required or relevant documentation for international project staff.
- Manage the reception desk when required, and interface, as appropriate, with visitors and other parties passing through or using the project office.
- Support the receipt and timely distribution of mail and other communications to responsible project staff and coordinate transmission and receipt of items requiring customs clearance.
- Responsible for securing, maintaining, and updating project asset records/inventory of all project property, and for coordinating related reconciliations with the finance team when necessary.
- Support the onboarding and orientation of new project staff to ensure all current and new staff receive adequate training to facilitate their success and ensure adherence to administrative and operational compliance requirements.
- Coordinate the planning and scheduling of meetings, conferences, workshops, and training sessions as required, and prepare relevant materials.
- Coordinate travel and logistics arrangements and hotel reservations for project staff, consultants, and partners as necessary.
- Maintain and manage petty cash accounts.
- Other duties as assigned by the Operations Director of Chief of Party.
QUALIFICATIONS
- A bachelor’s degree in a relevant field of study, such as accounting, finance, business administration, project management, or other related field.
- A minimum of six (6) years of relevant professional experience, including substantive experience in administration, operations, or other related areas.
- Prior experience in administration and/or operations for a USAID- or other international donor-funded development project preferred.
- Ability to effectively manage multiple concurrent tasks and competing priorities, excellent organizational skills, and attention to detail.
- Strong interpersonal communication and collaborative teamworking skills.
- Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English preferred.
