USAID/Ukraine Public Health System Recovery and Resilience Activity (PHS R&R) will strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. This is a five-year activity started in May 2022.
Position Purpose
Pact seeks Finance Officer who will be responsible for financial support of the project, under close supervision of the Finance Manager. The Finance Officer is responsible for: coordination of financial operations of the project, ensuring compliance with Pact and donors’ regulations and Ukrainian legislation under supervision of the Finance Manager.
Duties and Responsibilities
Finance Officer will be responsible for, but not limited to, the following tasks:
- Handle accounting through Pact accounting program due to Pact policy
- Conduct Bank operations on daily basis and process vouchers for bank transactions due to Pact policy & Ukrainian legislation
- Control & calculation of travel advances due to Pact policy & Ukrainian legislation
- Assist with preparation of selection memo based on analysis of the bids after selection process.
- Maintain and update inventory list, be responsible for inventarization.
- Revise procurement documents, ensure that all the necessary filing documentation (agreements, selection memos etc.) is provided by staff.
- Manage petty cash payments and prepare cash management report
- Assist to the Sn Finance staff in the financial reporting process
- Perform other duties, as assigned.
QUALIFICATIONS
- At least Bachelor`s degree 5+ years relevant experience or equivalent combination of education and experience
- Work experience with an international organization preferred
- Proficiency in relevant computer applications and databases
- Fluency in Ukrainian (oral, writing and reading)
- Working proficiency of English (oral, writing and reading)
- Knowledge of Ukrainian and international accounting standards
- Knowledge of Ukrainian tax, financial and labor laws
Preferred qualifications
- Pro-active, intuitive, fast-thinker, and able to work with minimal supervision.
- Experience with accounting software such as Serenic, Navigator or others.
