Deloitte is seeking resumes of qualified candidates to serve as a Monitoring, Evaluation, and Learning Specialist for USAID-funded project ‘HIV Reform in Action’. This is a full-time position, based in Kyiv, Ukraine. Applicants with Ukrainian citizenship are preferred.

Project Description

The purpose of the ‘HIV Reform in Action’ project is to strengthen Ukraine’s health systems to ensure effective and sustainable delivery of HIV/AIDS prevention, care and treatment services to key populations.  The program purpose will be achieved through following these major objectives:

  • Enhance national leadership and capacity of evidence-based and gender-based HIV policy programming and implementation,
  • Improve and optimize resource allocation and financing for the national and selected regional HIV/AIDS programs targeting key populations, and
  • Optimize and strengthen human resources for health (HRH) for the delivery and scale-up gender-sensitive HIV/AIDS services targeting key populations.

Background/Objective

Monitoring, Evaluation, and Learning (MEL) Specialist will support Project collection, analysis and reporting of progress against MEL Plan indicators and Project’s expected results. She/he will be working under the direct supervision of Data Analysis, Monitoring and Strategic Information Advisor. She/he will be responsible of communicating M&E information, gathering data from the technical staff and regional partners, follow up on Project’s activities and reporting to evaluate Project’s progress and communicating its findings to USAID.

Responsibilities

The MEL Specialist, based in Kiev, Ukraine, will ensure that the project M&E system is developed and managed to effectively capture and report on all project deliverables and achievements. Under the direction of the Data Analysis, Monitoring and Strategic Information Advisor the MEL Specialist will be responsible for the monitoring of the project activities, data collection, participation in the assessments/evaluations and research activities, and submitting program reports. 

Key Responsibilities Include:

  • Support the monitoring, evaluation, and learning components of all project activities including project work planning, performance and context indicator development, outline data collection and analysis methods, MEL plan development and tracking, learning, reports, and other deliverables.
  • Support in planning and implementation of programme evaluation activities and data collection, illustrating project activities progress and impact.
  • Under supervision of the Data Analysis, Monitoring and SI Advisor conduct periodic and routine internal Data Quality Assessments to ensure data quality and integrity and identify opportunities and gaps and suggesting corrective actions on time.
  • Assist in maintaining and updating the programme database by inputting data reported by the technical staff and partners to ensure proper filing, handling and movement of project files.
  • Assist to collect, document and disseminate lessons learned and best practices to internal and external stakeholders, as appropriate through learning sessions.
  • Assist the Data Analysis, Monitoring and Strategic Information Advisor with administrative and logistic requirements of the M&E Team.
  • Provide other inputs and technical contribution to project’s activities as support and technical assistance to the Data Analysis, Monitoring and Strategic Information Advisor.
  • Work closely with other technical staff to arrange the logistics for MEL activities.
  • Perform other duties and tasks as directed by the supervisor and/or the Chief of Party.

Qualifications/Requirements:

The MEL Associate should have the following qualifications:

  • Preferably a Master’s degree in a related field (Public Health, Social Sciences, Development Studies, Economics, Evaluation Research, Statistics, or a related field) or Bachelor’s degree with experience in MEL.
  • Professional training in M&E will be an added advantage.
  • Minimum of two years’ relevant professional experience. Demonstrated experience working on M&E for donor funded programs/projects is an added advantage.
  • Minimum of two years working on the area of HIV, TB or other public health topic.
  • Proved experience in data collection, statistical analysis skills, using either / both quantitative and qualitative research methods, and dissemination of results required.
  • Experience working with PEPFAR reporting requirements is preferred.
  • Proficiency in computer skills and use of relevant software with proficiency in Excel and other data management systems and tools.
  • Excellent written and verbal communication skills.
  • Good command of written and oral English, Ukrainian and Russian.
  • Ability to travel outside Kyiv city area.

February 01 – September 30, 2018.
