Deloitte is seeking qualified candidates to serve as a short-term Health Finance Expert in support of the USAID/ Ukaid Health Reform Support (HRS).  

Period of Performance: January 2021 – September 2021

Level of Effort: 85 working days

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

2. Objective

Health Finance Expert will support the development of an electronic tool, relevant training materials and user guides, as well as support further distribution of training materials, particularly on building the capacity of local authorities to ensure effective financial oversight of healthcare facilities.  

3. Tasks:

• Provide consultations and technical inputs for the process of drafting and finalizing electronic tools, as well as setting benchmarks for the financial and performance indicators at the healthcare facility level.
• Develop user guides and training materials on electronic tools and other related financing issues for the healthcare facilities.
• Present training materials during the series of trainings. Facilitate Questions and Answers session for the participants.
• Take part in discussions, meetings and consultations.
• Provide expert support to the HRS team as a follow-up after the training activities.
• Perform other tasks, as required.

        4. Qualification requirements:

• MA in Economics, Health Economics, Health Policy.
• No less than five years of experience in Finances.
• Understanding the financial framework of the health system in Ukraine.
• Understanding the health financing and related areas.
• High professional language proficiency (Ukrainian).
