Deloitte is seeking qualified candidates to serve as a short-term Health Finance Expert in support of the USAID/ Ukaid Health Reform Support (HRS).  

Period of Performance: November 2020 – September 2021

Level of Effort: 75 working days

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

2. Objective

Health Finance Expert will support the development of an electronic tool for the costing of paid services at the specialized healthcare facility level, develop relevant training materials and user guides, as well as support further distribution of training materials, particularly on equipping the management teams of healthcare facilities (enterprises) with financial management tools and knowledge. 

3. Tasks:

• Provide consultations and technical inputs for the process of drafting and finalizing electronic tools for the costing of paid services at the specialized healthcare facility level.
• Develop methodology for the costing of selected paid services provided at the specialized healthcare facility level.
• Develop user guides and training materials on electronic tools and other related financing issues for the healthcare facilities.
• Present training materials during the series of trainings. Facilitate Questions and Answers session for the participants.
• Take part in discussions, meetings and consultations.
• Provide expert support to the HRS team as a follow-up after the training activities.
• Perform other tasks, as required.  

4. Qualification requirements:

• MA or PhD in Economics, Health Economics, Health Policy.
• No less than five years of experience in Finances.
• Understanding the financial framework of the health system in Ukraine.
• Understanding the health financing and related areas.
• High professional language proficiency (Ukrainian).
