Deloitte is seeking a qualified candidate to serve as a short-term Research Analyst for the assessment study on key barriers for patients to access quality health care in conflict-impacted areas of Eastern Ukraine in support of the USAID/ Ukaid Health Reform Support (HRS).

Period of Performance: November 2020 – March 2021

Level of Effort: 60 working days 

  1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.
  1. Objective

Research Analyst will provide technical assistance in collecting patient perceptions and experiences accessing health care services for the assessment study on key barriers for patients to access quality health care in conflict-impacted areas of Eastern Ukraine.   

  1. Tasks:
  • ensure the smooth and efficient day-to-day operation of research and data collection activities
  • participate in the design of the research, including the development of research framework, selection of key indicators for analysis, definition of target audience, etc.
  • complete the desk review of available research papers to inform research questions for the assessment study on the Eastern Ukraine
  • conduct analysis of official statistics related to the health service utilization and other key health-related indicators
  • draft abstract/summary of initial desk review, including the data analysis of key health indicators
  • draft questions/plan for Premise surveys and participate in coordination of Premise campaigns for data collection, monitoring, and data analysis
  • conduct initial analysis of results and suggest tweaks to the survey campaigns, as necessary
  • combine analyses and contribute to the writing of a final report
  • develop data visualization and presentation based on analyzed data per request; and
  • perform other tasks related to the research, if needed.
  1. Qualification requirements:
  • Master’s degree in Social Sciences, Public Health or Statistics; post-graduate degree will be an asset
  • no less than five years of experience in the field of planning and conducting research with excellent skills in research, planning, monitoring and reporting skills
  • experience in conducting research in public health and/or social sciences
  • understanding Ukrainian health care system and the concept of health reform in Ukraine
  • upper-intermediate knowledge of Microsoft Office (Excel, Power Point) and statistical packages for data analysis and data visualization
  • excellent knowledge of key descriptive and inferential biostatistics terms
  • previous experience of working with epidemiological, clinical, and demographic data will be an asset
  • previous experience of conducting research in the Eastern Ukraine in the socio-medical field will be an asset
  • ability to work independently, meet deadlines and prioritize competing responsibilities
  • professional proficiency in Ukrainian and English with demonstrated excellent writing skills.
