EnCompass LLC is seeking a Senior Strategic Communications and Information Resource Specialist (Senior SCIR) to integrate key UMLS functions that translate data and evidence into Mission-wide strategic learning and messaging for Mission stakeholders. The UMLS Contract supports the United States Agency for International Development (USAID) Mission in Ukraine in its Country Development Cooperation Strategy implementation. Collaborating, Learning, and Adapting (CLA) guides this role and the teams that report to it, ensuring strategic use of knowledge management, client engagement, facilitation, and Development Outreach and Communication (DOC) support. The role will oversee 3-4 positions that complete a range of tasks for UMLS including DOC support, data analytics, knowledge management, and capacity building/learning support.

We are looking for someone who has experience designing and facilitating events and guiding the preparation and sharing of data, and is solution-oriented, highly organized, and resourceful.

The position is based at EnCompass UMLS office in Kyiv, Ukraine. This position is open to Ukrainian, third country national, and USA national applicants. This is an unaccompanied post.

Responsibilities

  • Support both Objectives of the UMLS contract. This includes managing CLA, DOC, and data analytic technical work and higher-level strategic adaptive work undertaken collaboratively with members of the M&O, TPM, and Evaluation teams to achieve CDCS and PMP outcomes.
  • CLA:
    • Manage and oversee the implementation of the Mission Capacity Building Plan
    • Design, facilitate, and implement events and workshops for the Mission and stakeholders
    • Strengthen knowledge management systems within UMLS as a precursor to more effective knowledge utilization in client outreach
    • Coordinate and collaborate regularly with the UMLS team to ensure cross learning, capacity building, and strategic implementation
  • Data Analytics:
    • Collaborate with the DCOP and senior practice leads to identify ways of visualizing data and evidence to strengthen UMLS efforts to support evidence-based management across USAID technical offices.
    • Promote the application of findings from relevant analytical surveys, dashboards, and reports
    • Identify innovative data visualization and knowledge capture approaches that can enhance use of evidence
  • DOC:
    • Build and maintain a constructive relationship with the DOC team client Point of Contact, being proactive in identifying their needs and offering creative solutions to challenges
    • Support the DOC Team and Mission technical staff to develop strategic messages about USAID/Ukraine programs for key audiences and decision makers
    • Oversee and contribute to the development of communications products targeted to USG stakeholders in Washington, DC, highlighting USAID accomplishments in Ukraine.
    • Review and assess all USAID/Ukraine communication products, such as newsletters, fact sheets, reports, and social media posts and provide recommendations based on international and regional best practices for strategic and digital communication.
  • Oversee tasks and provide oversight to mid-level team members, consultants, and vendors.
  • Serve on the UMLS Leadership Team.
  • Take responsibility for work requests from the Mission as assigned by the COP and DCOP.
  • Other:
    • Engage fully as a member of the UMLS team, including participating in staff meetings and other team events
    • Provide support to other tasks as required by the UMLS team

Qualifications and requirements

Academic qualifications

  • Master’s Degree in international relations, economics, communications, public policy, research methods, or another relevant field

Experience and skills

  • Minimum of 8 years of experience managing teams using collaboration, learning, and adapting approaches in a development context;
  • USAID experience and familiarity with CLA concepts and approaches within USAID;
  • Experience with using data and evidence to enhance communications products, analytical products, and visualizations to promote use and learning;
  • Experience in designing, delivering, and facilitating workshops and events for diverse groups of adult learners (preferably US government officials);
  • Evidence of open, adaptive and learning-oriented management style;
  • Strong interpersonal and oral communications and presentation skills are required
  • Strong client engagement skills grounded in proactive service and follow through.
  • Strong teamwork, interpersonal, communication, and presentation/facilitation skills.
  • Functional native proficiency in written and spoken English. Ukrainian fluency preferred, though not required.
  • Demonstrated ability to write strong and concise reports and products.
