Job Title: Public Investment Management Expert
Project Name: Recovery for All (RFA)
Job Type: Decentralized Recovery Team
Location of Position: Remote/Office in Kyiv
Reporting to: RFA Deputy Director, Team Lead
Remuneration: Fees are subject to negotiation and shall not exceed established market rates
Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.
Language Requirements:
Excellent knowledge of Ukrainian, ability to speak and write clearly.
Excellent command of English, both written and speaking skills.

Project Description: Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim is to help communities build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work: RFA provides technical assistance to multiple Ministries to:
● Improved capacity of GoU to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government;
● Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework;
● Improved capacity of the GoU to manage ProjectUA in a transparent, accountable, evidence-based manner.

To achieve these objectives RFA Project supporting the public investment reform within regional policy and recovery.

RFA Project is seeking a Public Investment Management Expert who will lead policy development and capacity building initiatives to enhance Ukraine’s multi-level governance framework for strategic recovery and development. The successful candidate will support government ministries in establishing efficient, gender-responsive, and environmentally sustainable public investment management systems that align with EU best practices and promote inclusive community-led recovery efforts.

The Role:

• Ensure sharing of information about EU best practices, guidance and opportunities to increase efficiency of public investment management in a multi-level governance system to initiative representatives
• Participate in the development of necessary policies, recommendations for public investment management, state regional policy, strategic recovery and development planning in gender-responsive, inclusive, trauma-informed, environmentally sensitive manner.
• Ensure development of relevant instruments for synchronization of the public investment management system with the general framework of strategic planning of state regional policy, budget and financial planning at the regional and local levels.
• Provide support for the Ministry for Communities and Territories Development of Ukraine as well as Ministry of Finance of Ukraine (on request) and Ministry of Economy of Ukraine (on request) in the development of regulatory acts related to public investment management in a multi-level governance system, state regional policy, strategic recovery and development and recovery at the regional and local levels.
• Development of materials for meetings, working groups related to activities of the initiative.
• Organization of consultations, collaboration with the stakeholders regarding the state regional policy, strategic recovery and development planning, public investment management.
• Maintain relationships with government institutions, regional and local authorities, and other key recovery public and non-public stakeholders
• Organize events, press conferences, round tables, panel discussions on topics related to the decentralization reform, state regional policy, strategic recovery and development planning, public investment management.
• Apply the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.

Required Qualifications:

● 5+ years of experience in public finance management, public investments management, finances, economy or related fields.
● Deep knowledge of public investment management, regional policy, state and local budgets systems.
● Understanding of the bureaucratic procedures related to public investment management.
● Understanding of EU best practices and frameworks for public investment.
● Professional qualification in public financial management (CIPFA, ACCA Certificate in Public Financial Management, or equivalent) would be an asset.
● Strong experience in policy development and regulatory framework design.
● Good communication skills.
● Leadership, coaching and mentoring.
● Proficiency in English.
● Results driven highly-motivated expert with sound judgement and maturity.
● Strong ethics, well-balanced and mature personality, positive attitude to the job.
● Strong organizational skills, ability to work under tight deadlines.
