DAI is seeking highly qualified candidates to occupy full-time Civil Engagement Expert position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:

  • Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.
  • Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.
  • Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, and environmental recovery, create risks for transparent and accountable reconstruction and recovery.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with the mission and U.S. government strategy.

Position Description

The Civil Engagement Expert will liaise between the Objective 3 Technical Team and Civil Oversight Expert, as well as the Grants Team, and will be responsible for preparing the programmatic aspect of grant programs to be announced and implemented within Objective 3 and engaging with CSOs, think tanks, investigative journalists and other non-governmental stakeholders in frames of mentioned grants programs. This includes programs aimed at (1) monitoring the transparency of the reconstruction efforts and ensuring proper use of compensation mechanisms; (2) identifying and documenting environmental corruption during the planning and implementation of reconstruction projects; (3) supporting investigative journalism focused on corruption in Ukraine’s recovery and reconstruction efforts; etc. Additionally, the Civic Engagement Expert will collaborate with the Civic Oversight Expert to ensure grant recipients under the APS mechanism carry out activities connected to Objective 3 in line with the Objective goals and expected results.

The Civic Engagement Expert will coordinate the involvement and cooperation with other non-governmental stakeholders under the Objective 3 activities, including small and medium-sized businesses within the grant program aimed at raising integrity standards and veteran organizations in developing action plans to involve veterans in ensuring transparency and accountability of the reconstruction process. This position requires a strategic approach to civic engagement, fostering collaboration among diverse stakeholders, and driving initiatives to enhance transparency and accountability in Ukraine’s reconstruction efforts.

The Civic Engagement Expert’s role is also to be the focal point for the grants programs of Objective 3 Pro-Integrity, cooperating extensively with the other thematic specialists and experts as they supervise the quality of dedicated grant activities in their thematic domains.

 Key Duties & Responsibilities

  • Prepare the programmatic aspects of grant programs to be announced and implemented within Objective 3, including developing programs to engage CSOs and media in monitoring transparency, ensuring proper use of compensation mechanisms, and identifying and documenting environmental corruption during reconstruction projects.
  • Engage investigative journalism focused on corruption in Ukraine’s recovery and reconstruction efforts, fostering collaboration with media outlets and journalist teams.
  • Collaborate with the Civic Oversight Expert to ensure grant recipients under the APS mechanism carry out activities connected to Objective 3 in line with the Objective goals and expected results.
  • Coordinate the involvement and cooperation with other non-governmental stakeholders, including small and medium-sized businesses within the grant program aimed at raising integrity standards and veteran organizations in developing action plans to involve veterans in ensuring the transparency and accountability of the reconstruction process.
  • Serve as the focal point for the grants programs of Objective 3, working closely with other thematic specialists and experts to supervise the quality of grant activities within their thematic domains.
  • Facilitate the networking and collaboration among CSOs to share knowledge and experience in implementing anti-corruption activities and joining efforts to advocate for reforms.
  • Provide technical oversight of the performance of project grantees, sub-contractors, and consultants to ensure timely and quality implementation of activities in line with project objectives and standards.
  • Contribute to developing project deliverables and reports, including project work plans, performance reports, project fact sheets, success stories, and other required documents.
  • Other responsibilities as assigned by the project leadership.

 Qualifications

  • A bachelor’s degree, preferably in a relevant field of study, such as law, public administration, public policy, or sociology.
  • A minimum of five (5) years of relevant professional experience is required; experience working with non-governmental organizations on anti-corruption, transparency, and accountability issues is preferred.
  • Demonstrated knowledge and experience in project and grant management, citizen engagement and providing technical oversight of civil society project activities.
  • Familiarity with the Ukraine civil society sector, institutional framework, and restoration activities is preferred.
  • Experience working on or collaborating with USAID or other international donor-funded development activities in Ukraine under is preferred.
  • Strong analytical and interpersonal communication skills and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
  • Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
  • Fluency in Ukrainian with excellent oral and written communication skills; professional proficiency in reading, writing, and speaking English.
