DAI is seeking highly qualified candidates to occupy full-time Objective 3 Lead position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;

Strengthen anti-corruption compliance and control in local governance;

Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

Position Description

The Objective 3 Lead will oversee the Objective 3 team—including staff, consultants, and subcontract partners—and is responsible for the technical development, oversight, and management of project activities intended to advance transparency and accountability in resilience, recovery, and reconstruction efforts. S/he will be responsible for managing the coordination of technical activities across objective teams and other relevant project team members, as appropriate, and for ensuring the planned results of Objective 3 activities are collectively achieved. S/he will ensure effective coordination with the project’s communications and MEL teams to facilitate timely and quality monitoring, evaluation, learning, and reporting. 

Key Duties & Responsibilities 

  • Oversee staff, consultants, and partner organizations working at the national level to advance ant-corruption policy implementation, with a focus on the following project sub-objectives: 
  • Ensure anti-corruption is mainstreamed throughout reconstruction institutions and projects. 
  • Strengthen anti-corruption safeguards in national, regional, and local reconstruction institutions, including internal control and audit functions. 
  • Address the most compromising corruption risks in the recovery and reconstruction process, to be identified through iterative risk assessment. 
  • Build controls and safeguards around the civil compensation mechanism to provide compensation to victims who suffered damaged property as a result of the war, including enhancing the capacities to prevent, detect, and counter corruption linked with environmental compliance in reconstruction activities. 
  • Advance transparency and accountability of local and foreign business participation in Ukraine’s recovery. 
  • Collaborate with private sector leaders, business associations, and domestic and foreign companies to promote business ethics and integrity to mitigate the supply side of corruption and ensure fair playing field for private sector engagement in recovery and reconstruction. 
  • Work with investigative journalists, demobilized veterans, and civil society actors to expose undue corporate influence on state policies and decision-making, including procurement and project delivery processes. 
  • Coordinate technical activities across other objective areas and with other technical, operational, and cross-cutting project teams/team members to ensure appropriate inputs and effective resourcing for the implementation of Objective 3 activities.  
  • Work with designated team members to build cooperation with civil society organizations, think-tanks, investigative journalist teams and media and supervise grant activities that fall under the scope of this position. Assist grantees with conceptualization of activities, supervise quality of grant activity delivery (quality assurance) and build capacity of grantees in technical areas as falling under this position’s mandate. 
  • Capture and synthesize lessons learned/best practices from Objective 3 activities to inform further project developments.    
  • Provide and coordinate Objective 3 inputs to project work planning, monitoring and evaluation, reporting, and other project learning and deliverables as required.    
  • Close coordination with Components 1 and 2 and Senior Anticorruption and Reconsturction Advisor 
  • Other responsibilities as assigned by the Deputy Chief of Party (DCOP). 

 Qualifications 

  • A bachelor’s degree in a relevant field of study, such as economics, law, publication administration, or public policy required; master’s degree preferred.  
  • A minimum of ten (10) years of relevant professional experience, including significant experience designing, implementing, and managing effective accountability, anti-corruption, and transparency initiatives at the local and national levels.  
  • Prior experience managing program activities and supervising staff and consultants, including a demonstrated ability to manage complex, large-scale program initiatives at the national levels.  
  • Demonstrated familiarity with the Ukrainian anticorruption reform agenda and leading government institutions, civil society organizations, and other relevant actors working to achieve accountability, audit, anti-corruption, public oversight, transparency goals and of existing initiatives in these areas.  
  • Strong analytical and communication skills, including ability to effectively engage stakeholders and senior-level officials, lead formal meetings, and produce high quality practical analytical reports and knowledge products.  
  • Prior experience working on USAID-funded and/or other international donor-funded projects and activities.  
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English strongly preferred.
