Duties and Responsibilities
- Lead Project’s Output 1 – “Government institutions have the knowledge and skills to design and implement policies to digitalize citizen-oriented services in line with HRBA and gender mainstreaming principles”;
- Provide inputs to and manage external consultants working on de-composition and re-engineering the policies that underly provide administrative services as grouped around life situations. Ensure quality assessment of the products produced with the project support;
- Serve as the focal point for the project’s human rights (HRBA), inclusive and non-discriminatory approach – not only in terms of policy design;
- Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise;Promote a safe and enabling environment free of discrimination and abusive behaviour;
- Perform other duties as necessary.
- Take the lead on developing capacities of the MDT, the Parliamentary Committee and the network of Chief Digital Transformation Officers (CDTOs) on strategic planning, participatory policy-cycle, HRBA and gender mainstreaming for public policy, and policy impact analysis, thereby strengthening their capacity to generate a more inclusive policy that guides digitalization of Public Services (design of online and mobile-based services);
- Design other government-oriented training to build capacities of civil servants of the selected Ministries (such as Ministry of Social Policy, Ministry of Health, Ministry of Veterans’ Affairs, Temporarily Occupied Territories and IDPs to implement the digital transformation strategy by transforming their services into online formats;
- Prepare policy analysis and implement innovative policy-design models;
- Contribute to annual project work plans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary);
- Provides support to the development and implementation of partnerships and resources mobilization strategies to ensure sustainability of DIA Support project results under the leadership of the Project Manager in close coordination with the Democratic Governance Team Leader;
- Ensure timely and good-quality implementation of work plan activities.
- Design terms of reference and supervise the work of external experts called to review regulatory documents, re-draft them or produce new ones, which would enable operation of the new or re-engineered electronic services (eServices);
- Ensure quality assessment of the products produced with the project support;
- Ensure good-faith incorporation of the Human Rights Based Approach (HRBA) at all stages of service re-engineering, as well as awareness-raising and capacity development for government counterparts;
- Foster regular exchange of information/experience with other projects, cross-learning and sharing results and good practices on incorporating HRBA into the digital transformation process;
- Participate and contribute to training events, communities of practice, codifying and sharing knowledge, including digital transformation, human rights, and public service re-engineering.
- Integrate gender equality concerns into the project/programme cycle: design, planning, implementation, M&E, reporting, communications. Liaise with all project colleagues to make sure that issues of HRBA (including issues of gender equality) are always in the focus of project activity;
- Ensure all project proposals/documents are informed by gender analysis and developed in line with corporate gender equality goals and priorities;
- Ensure the project/programme contributes to the promotion of gender equality by reaching, involving, and benefiting both women and men
- Be aware of relevant gender issues and concerns in the field of expertise and be familiar with gender issues relevant to the country/region
- Promote team culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example;
- Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination, including in the products that the team produces and in professional behavior;
- Recognize both women and men employees’ care responsibilities and encourage personnel to take advantage of the available family-friendly facilities and work/life flexibilities.
- Policies that regulate rendition of electronic services are reviewed and re-engineered with HRBA principles in mind;
- Tools for building capacities of the MDT and the Parliamentary Committee on strategic planning, participatory policy-cycle, HRBA and gender mainstreaming for public policy, and policy impact analysis and other themes are in place and implemented;
- Capacities of the civil servants of the selected Ministries and state agencies (such as Ministry of Social Policy, Ministry of Health, Ministry of Veterans’ Affairs, Temporarily Occupied Territories and IDPs) in implementing the digital transformation strategy by transforming their services into online formats are enhanced;
- Good international practices on UI / UX approaches and other practical elements of creating useable and enjoyable digital experiences for women and men of different ages, and with disabilities (such as visual or hearing impairments, for instance) are adapted to the Ukrainian context and deployed as part of the policy;

Required Skills and Experience
- Master’s degree in Public Administration, Business Administration, Management, Law, International Relations, Social or Political Sciences, Data or Business Analytics or related field.
- A minimum of three (3) years of relevant progressively responsible work experience at the national or international level in project/programme formulation, management, implementation in the field of public policy design, review and production of relevant regulatory documents, in the area of service digitalization, administrative services reform or related areas;
- Demonstrated knowledge of legal and institutional frameworks for digital policy for citizen services in Ukraine and the CIS region;
- Experience in elaborating strategic documents and papers, and conducting social research, design of high-level adult-education events (seminars, workshops, courses);
- Experience in the usage of computers and office software packages (MS Word, Excel);
- Previous experience with a multilateral or international technical assistance or development organizations would be an asset.
- Fluency in English and Ukrainian (both spoken and written).
