Project Background

DAI Global LLC is implementing the U.S. Agency for International Development (USAID)-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv with project activities across Ukraine’s regions and communities. The HOVERLA Activity will build upon accomplishments and progress made to complete the necessary legal framework for decentralization and support Ukraine’s advance to self-reliant local governance.  It supports the operation of newly consolidated communities, improves services delivered to citizens, and advances citizen engagement and confidence at all levels.  HOVERLA has three primary objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective;
  • Objective 2:  Subnational government achieves greater self-reliance; and
  • Objective 3:  Citizen’s participation and influence is increased in local governance processes

Under Objective 2, HOVERLA will also provide small-scale construction (repairs such as windows replacement, roof repairs, heating, water, sewage systems renewal, etc.), refurbishments, and finishing works (such as walls plastering, floor finishing, etc.)  to damaged public buildings (e.g., primary health facilities, administrative service centers, schools, and other public facilities managed and operated by local governments) to restore their functionality and to help government institutions to sustain service provision.  The small-scale construction will not address residential properties.  It will provide support for implementation of universal design norms for reconstruction and repair of public buildings. 

POSITION OVERVIEW

The Construction Activities Manager will report directly to the Chief of Party and will be responsible for overseeing the HOVERLA small scale infrastructure projects and any subcontracts, in compliance with the approved Construction Plan and DAI policies and procedures. S/he will provide program implementation management, management of a certified and independent Architect and Engineering (A/E) subcontract firm, project review and direction, inputs and oversight services. The Construction Activities Manager will support the project team in planning, implementation, quality assurance and monitoring of repair and rehabilitation of public buildings and small-scale infrastructure in the partner communities of HOVERLA. She/he will manage HOVERLA’s construction activities to identify priority projects, develop repair and rehabilitation plans and procedures, and supervise locally contracted architecture & engineering and construction firms during preparation of the designs and completion of the repair/rehabilitation works. She/he will be responsible for quality assurance and procurement compliance in accordance with DAI, USAID, Ukrainian rules and regulations and construction codes, and international standards and requirements. The Construction Activities Manager] will provide regular progress reports on repair and rehabilitation activities, to USAID and the Chief of Party (COP). The Construction Activities Manager will report directly to the COP.  

OBJECTIVES AND DUTIES

  • Lead the development of the HOVERLA Construction Plan;
  • Evaluate, identify, and prioritize repair and rehabilitation works in close consultation with USAID in designated HOVERLA partner Oblast and Consolidated Territorial Communities (CTCs);
  • Oversee the development of repair and rehabilitation plan designs by architectural and engineering (A&E) firms and develop cost estimates for repair and rehabilitation activities;
  • Analyze Risk Screening Form and Risk Register to necessitate input and advice on alternative infrastructure delivery methods;
  • Develop scopes of work, lead procurement process, and oversee Ukrainian A&E firms to develop repair and rehabilitation plans/BOMs;
  • Monitor repair and rehabilitation works and schedules, provide punch lists and acceptances of completed works;
  • In coordination with the procurement and technical teams, oversee the competitive selection of local construction firms to complete repair and rehabilitation works;
  • Coordinate with the Project Environmental Specialist and consult with USAID COR and MEO on the environmental compliance requirements related to construction;
  • Ensure health, environment, and safety plans and measures are in place for all implementing subcontractors;
  • Coordinate with the procurement team and serve as a member of the Technical Evaluation Committee to ensure soundness of concepts and quotations related to reconstruction works;
  • Coordinate and monitor the delivery of small-scale reconstruction (repair, refurbishment, finishing works) to damaged public buildings and facilities to restore their services;
  • Strengthen the technical capacity of engineers in contracts administration, infrastructure maintenance, and quality control to facilitate service delivery improvements across HOVERLA municipalities;
  • Facilitate and support the implementation of consistent design norms for repair of public buildings and community safety centers;
  • As needed support the procurement and grants teams to procure necessary materials and equipment to repair and equip public buildings and facilities;
  • Conduct periodic/routine site visits to ensure quality assurance on HOVERLA-supported construction activities;
  • Convene regular meetings with subcontractors and municipality representatives to troubleshoot challenges;
  • Provide weekly progress reports to USAID and the COP;
  • Contribute to success stories and the communication of HOVERLA-supported activities and results at the regional and local levels;
  • Collaborate with the MEL team to ensure that rehabilitation and reconstruction related results are properly documented, measured and reported;
  • Undertake other duties as assigned by the Chief of Party.

QUALIFICATIONS

  • Bachelor’s degree in engineering, management, economics, international programs or related field; a postgraduate education is preferred;
  • At least 10 years of experience overseeing and/or managing teams for reconstruction and rehabilitation efforts;
  • At least 10 years of experience managing projects/contracts for USG clients and/or other international donors in international environments;
  • Prior experience monitoring construction efforts for quality assurance / quality controls;
  • Knowledge of USAID rules and regulations for procurement of goods and services;
  • Prior experience in construction management, project implementation, contracts management, procurement processes, and engineering design and assessments from concept to hand-over desired
  • Prior experience scheduling, budgeting, and coordinating international teams to deliver works on-time and on-budget required;
  • Knowledge of international best practices and/or Ukrainian construction standards and codes including ГОСТ and СНиП standards and their Ukrainian equivalents/replacements;
  • Excellent communication skills (both verbal and written) in English;
  • Ability to read and speak in local language(s) preferred;
  • Experience working with USAID or other international donor-funded programs;
  • Experience preparing weekly/quarterly progress reports.
