Position Summary:

The ideal candidate for this position is passionate about strengthening the security of radiological and nuclear facilities in Ukraine; is interested in development of foundational skills, methodologies, and core competencies of a Critical Infrastructure Protection (CIP) workforce to ensure effective mitigation of the current challenges in nuclear and radiological fields and formation of long term, sustainable solutions for Ukraine during and after the conflict; and has experience working with U.S. and Ukrainian government, technical, security sector, or civil society partners.

The Project Lead, Security Assistance Division, will leverage project management best practices to implement radiological and nuclear security programming in Ukraine, specifically focused on expediting the CIP system development in Ukraine by leveraging international best practices in radiological and nuclear sectors to develop capacity building training programs on physical security and insider threat mitigation to provide long-term, sustainable support to key Ukrainian stakeholders.

Programming activities may take the form of both in-person and virtual Tabletop Exercises (TTX), practical workshops, research studies, translation of the best practice documentation and guidelines, and development of the E-learning web platform courses. Under the supervision of an Operations Manager and Senior Project Lead, the Project Lead will manage the technical, financial, and administrative aspects of assigned projects to meet CRDF Global and funder objectives.

This position is based in CRDF Global’s office in Kyiv, Ukraine.

Major Responsibilities:

  • Designs and implements projects from inception to completion within a given scope, schedule, and budget using CRDF Global’s project management best practices. This includes using project charters, work breakdown structures, statements of work, schedules, deliverables, monitoring and evaluation plans, and project budgets;
  • Works with subject matter experts to design, develop, and implement in-person and online TTXs and trainings, identification of the best practice literature and guidance in radiological and nuclear protection for translation into Ukrainian language, and E-learning courses in radiology, nuclear and insider threat protection development;
  • Manages stakeholder relations and networking with funders, subject matter experts, and international partners in the governmental, civil society, and private sectors;
  • Creates project budgets, conducts project budget forecasting, and manages sub-award budgets, including planning, administration and financial reporting of project expenses;
  • Develops concepts and new project ideas as part of the proposal development process and crafts proposal narratives for submission;
  • Represents the program or projects at external events;
  • Supports other programs and staff, as required;
  • Travels within Ukraine and internationally as appropriate;
  • Other duties as assigned.

 Qualifications / Skills and knowledge requirements:

Required:

  • Bachelor’s degree in related field;
  • 3+ years of project management experience, including financial management;
  • Ability to manage competing priorities and multiple projects at various stages of completion;
  • Proven ability to build and maintain relationships with partner organizations and key external stakeholders;
  • Professional fluency in English and Ukrainian;
  • Strong written and verbal communication skills;
  • Proficiency in Microsoft Word, Excel, PowerPoint, collaboration platforms such as Zoom or Slack, teleconferencing/webinar platforms such as Zoom Webinar or Webex, and ability to work with and maintain more advanced databases (experience with Microsoft Project and/or Salesforce is desirable)
  • Exceptional organizational skills/attention to detail; ability to meet deadlines;
  • Strong diplomatic and negotiating skills;
  • Ukraine work authorization.

Preferred:

  • Experience working in donor-funded projects, especially for the U.S. government or multilateral institutions;
  • Experience working with a non-profit organization;
  • Background, knowledge or familiarity with the trends in radiological/nuclear assets and critical infrastructure protection but not mandatory.
