In April 2024, UNDP launched a 5-years Green Energy Recovery Programme in Ukraine, which is an integrated initiative designed to diversify the country’s energy mix and address the impact of the war on its outdated energy systems. Developed through extensive consultations with the Government of Ukraine, local and regional authorities, the Programme aims to respond urgently to targeted attacks on the energy sector and support its green energy recovery. The Programme supports the National Energy Strategy of Ukraine, contributing to energy security and independence, promoting a green recovery and transition of the energy sector, and facilitating further synchronization with the EU energy markets. This effort builds on UNDP’s engagement in energy system reconstruction and recovery, leveraging partnerships and lessons learned from the “Winterization Support to Ukraine” project. Aligned with the UN Ukraine Transitional Framework 2023 and UN Winterization plans, UNDP is providing immediate support to national and local governments to repair energy infrastructure, ensuring critical services to war-affected populations. The Programme focuses on distributing generation sources, decentralizing the power system, and increasing the share of renewable energy sources to reduce reliance on coal generation and reduce CO2 emissions. The Programme will enhance access to energy from decentralized renewable sources, foster economic empowerment, and improve public governance in the energy sector. These outputs will contribute to Ukraine’s nationally determined contributions (NDCs) towards the Paris Agreement, aimed at reducing global greenhouse gas emissions. Sustainable energy solutions will be introduced through pilot projects, aligned with the UNDP nexus approach to risk reduction and resilience enhancement in war-affected communities. By boosting energy supply and decentralizing the energy system, the Programme aims to reduce reliance on humanitarian aid for essential services in these areas.

In this context, UNDP is recruiting a Community Mobilization Analyst, who will be responsible for the effective implementation of communication activities as part of the Energy and Environment Portfolio, consistent with UNDP rules and regulations, as well as donors’ requirements, and contributing to the achievement of UNDP CO programmatic goals.

In line with identified priorities, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of Community Mobilization Analyst to ensure the project activities in relations to community mobilizations are regularly implemented, monitored, and reported.

The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse. 

Duties and Responsibilities

Provide advice and support for the implementation of the programme activities:

  • Collect and analyse information to map numbers, locations and other data of security and justice institutions within the target region;
  • Lead needs assessments in target areas to inform Programme development and implementation;
  • Identify communities with particular needs and vulnerabilities where Programme activities should be prioritized in line with the programme implementation strategy;
  • Provide technical advice to local communities to assess and prioritize key threats to community security and help them develop plans to respond at local level to enhance security and access to justice.
  • Mobilize local communities, regional/ local government and other Programme beneficiaries and recipients (including municipal companies) to implement community security coordination mechanisms.
  • Prepare the work plan for all community mobilization activities. The content of community mobilization activities will include but are not limited to the following:
  • Conduct Local problem analysis.
  • Assessment of vulnerabilities, capabilities, and available resources.
  • Preparation of community profiles;
  • Facilitate and capacity-building activities for the communities in the Energy sector ;
  • Supporting target communities in monitoring and evaluation of activities implemented;
  • Provide support for the strengthening of community-based organizations and associations to undertake their own development initiatives with special emphasis on the empowerment of vulnerable men and women (including IDPs, youth at risk, elderly people, people with disabilities and others) in the Energy sector;
  • Ensure coordination with local partners to facilitate the implementation of community-based initiatives.
  • Together with the Programme Manager, Project Analyst and Communication/ Outreach Analyst and other relevant colleagues lead in the capacity building activities, including trainings for community organizations, leaders, or focal points;
  • Ensure that capacity development activities will target all stakeholders through training, awareness-raising activities, knowledge and information sharing, and formal capacity development activities, particularly in community mobilization;
  • Develop training designs and modules, work plan and organize training programs in relation to the program implementation.
  • Prepare regular progress reports, and other reports as required;
  • Support and promote the Programme by providing substantive input for the reports, stories, articles, and other PR activities;
  • Facilitate donor visits, and provide services of donor guide during donor visits and events;
  • Perform other duties as required.

Building partnerships with Project stakeholders and partners:

  • Liaise with national, oblast and local authorities, civil society organizations, security services providers, and local business partners to ensure programme related activities are implemented in coherent and coordinated manner;
  • Ensure expanding partnerships and cooperation between communities and the local municipalities for the implementation of Programme activities and to ensure local needs, priorities and initiatives are integrated into the planning of the oblast and local authorities;
  • Ensure close coordination with the activities of UN agencies and other development partners, working in the energy sector.

Provide guidance to the Project management and implementation:

  • Lead the quarterly community programme review;
  • Provide inputs and maintain a systematic database to store and information on community needs, capabilities, and resources available;
  • Provide inputs into regular programme reports to the donors;
  • Collect and maintain information for Hromada profiles – safety, security, and environment risks (i.e., information regarding key personnel, locations of key institutions, SWOT analysis etc.);
  • Contribute to external communication by drafting input for press releases and information notes, producing news write ups, maintaining thematic blogging and social media accounts, etc.;
  • Ensure supervisors are aware of changes to community security and access to justice issues on the ground;
  • Perform other duties as necessary.

Facilitate knowledge and capacity building, knowledge sharing and advocacy.

  • Identify, synthesize, and document best practices and lessons learned that are generated from the project and implementing partners.
  • Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
  • Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 
 

Institutional Arrangement

The incumbent will directly report to the Project Manager and work in close coordination with the Project Analyst and M&E, Communications/ Coordination team, as well as the UNDP CO Programme and Communications team.

Required Skills and Experience
 
Education:
  • Advanced university degree (master’s degree or equivalent) in Social Sciences, Public Administration, Law, International Relations, Political Science, Communications, Public relations, Energy or in another relevant field is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with 2 additional years of qualifying experience will be given due consideration in lieu of master’s degree. 
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in community development and civic engagement, dialogue and/or mediation, energy efficiency and energy security, or related area is required. 

Required Skills

  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and
    advanced knowledge of spreadsheet and database packages
  • Experience in application of Participatory methods at the community level 

Desired skills in addition to the competencies covered in the Competencies section

  • Experience of work at relevant positions in international organizations, programmes/projects is an asset.
  • Experience in writing reports and analytical documents is desired.
  • Experience in delivering capacity development, advisory and advocacy services to civil society in the area of civic engagement, social inclusion, and protection of vulnerable groups would be a strong asset.
  • Previous relevant experience with a multilateral or international technical assistance or development organizations would be an asset
  • Demonstrable experience and knowledge of local community development principles, trends, and policies in Ukraine would be a strong asset.
 
Required Language(s) (at working level) 
  • Fluency in Ukrainian and English is required
