SCOPE OF WORK   

USAID Transformation Communications Activity   

Job Title:  Communications Team Leader

Estimated Period of Performance/Level of Effort: Short-term (till November 30, 2022). 

Background:  

The USAID Ukraine Transformation Communications Activity (TCA) is a five-year Activitywhose purpose is to partner with the Government of Ukraine (GOU), private sector, and civilsociety to increase the resilience of Ukraine’s democracy through innovative communicationsinitiatives that engage Ukrainians in a conversation about the country’s democratictransformation and European integration. The objectives of the Activity are to equip USAIDand its partners to conduct data-driven communications; increase the quality and quantity ofstrategic communications on reform dividends; and broaden the use of social impact contentby Ukraine’s civic leaders and creative sector. 

TCA will support the Office of the Prosecutor General of Ukraine (OPG) through an embedded team of communications experts that will provide ongoing daily support to help document and investigate war crimes. The term of the specialists’ contracts is 6 months, with the possibility of extension for another 6 months. Each member of the team is expected to provide a monthly report on the implementation of the scope of work, which must be approved by the representatives of the Office of the Prosecutor General of Ukraine and TCA. The Final report must be approved by representatives of the Office of the Prosecutor General of Ukraine, TCA, and USAID.

Responsibilities

  • Develop the network of stakeholders and coordinate stakeholders’ communications efforts on documenting and investigating Russia’s war crimes in Ukraine
  • Capacity building, including analysis of the OPG’s capacity, developing the structure of the communication team
  • Provide advice on arranging work of the communication department and collaboration with other departments and executive agencies to create a coherent strategy, through which the OPG’s messages of facts of Russia’s war crimes in Ukraine can be disseminated
  • Supervise the communication process, general policy, and standards for the communication of documenting and investigating Russia’s war crimes in Ukraine
  • Supervise content creation and implementation of media, communications, and public relations strategies to support documenting and investigating Russia’s war crimes in Ukraine
  • Supervise creation and implementation of the communication plan to support OPG’s documenting and investigating Russia’s war crimes in Ukraine Ensure image of trust for process of documenting and investigating Russia’s war crimes in Ukraine
  • Supervise crises communications on the process of documenting and investigating Russia’s war crimes in Ukraine
  • Ensure the OPG’s voice and vision are understood and that all aspects of communications are covered to ensure that the General Prosecutor’s messages about facts of Russia’s war crimes in Ukraine are delivered clearly and successfully
  • Monitor and ensure quality control over completed tasks
  • Provide communication support for OPG’s media events
  • Support TCA in communication with OPG and joint project implementation
  • Provide TCA with analytical insights regarding current and planned communication activities on documenting and investigating Russia’s war crimes in Ukraine among partners
  • Work in the OPG office in Kyiv
  • Report to TCA and the OPG
  • Provide written reports on a weekly, monthly, and as requested basis on the progress of their work within the OPG.

Expert Profile or Expertise required

  • Master’s degree preferred (preferably in communications, law, economics, marketing or other relevant field related to PR and Communications);
  • Fluent Ukrainian and English writing and speaking
  • Strong facilitation and communication (written and oral) skills, ability to communicate effectively at all levels;
  • Proven organizational skills;
  • Strong analytical skills;
  • Proactive, results-driven approach, track record of successfully working in reform-driven environment;
  • Demonstrated ability to lead a team and liaise with high-level counterparts;
  • Ability to work both in a team and autonomously with minimum supervision but within the respect of given constraints and guidelines;
  • Advanced computer literacy

General professional experience:

  • Minimum 7 years of professional experience in communications
  • Experience in legal communication or human rights will be an advantage
  • Proven experience of successful communication campaigns and strategic communication leadership
  • Experience working with government bodies is strongly preferred.
