Deloitte is seeking a qualified candidate to serve as a Communications Specialist in support of the USAID/Ukaid State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.
Project Background
Ukraine SOERA supports the structure, strategy, and operations of Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – Ministry for Communities and Territories Development (MCTD), State Agency for Restoration and Development of Infrastructure (SARDI), and Project Management Unit (PMU) – and improving R&R coordination across Ukrainian and donor stakeholders.
Specifically, SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels.
Objective
The Communications Specialist will support SOERA Task 4.5 Improve R&R Strategic Communications by developing communication products for MCTD to help improve its public messaging regarding restoration and reconstruction of infrastructure, recovery of human capital, economic recovery, donor support for R&R projects, and other related topics. While working as a member of the MCTD’s communication team, the Communication Specialist will report directly to SOERA’s Strategic Communications Lead for components 4-5.
Responsibilities:
Supporting MCTD’s communications to target audiences across communication channels on the topics of restoration and reconstruction of infrastructure, recovery of human capital, economic recovery, donor support for R&R projects, and other related topics, focusing on the following areas:
- Work closely with MCTD’s communication team to support MCTD’s planning R&R communications.
- Engage with MCTD’s internal stakeholders to identify R&R communication opportunities and inform the planning of communication activities.
- Contribute to the development of MCTD’s institutional and R&R communication strategies.
- Coordinate public messaging and media engagements of the Deputy Ministers.
- Coordinate MCTD’s engagements with international media and maintain a database of contacts of these media.
- Develop creative communications and communication campaigns in cooperation with international donors.
- Engage with MCTD’s stakeholders to collect, process, and verify information for R&R communication materials.
- Write and edit texts in Ukrainian and English in different formats (e.g., press releases, op-eds, social media posts, etc.) for various communication channels (web, media, and social media, such as X, Facebook, LinkedIn, Instagram).
- Identify the visuals to support the messaging, develop technical tasks for the design of infographics and other graphics, and create scripts for video products.
- Support pre- and post-communication of MCTD’s meetings and events for media and other stakeholders and participation of MCTD’s speakers at third-party events with communication materials (e.g., talking points, presentations, press releases, texts for social media, etc.).
- Contribute to assessing the effectiveness of conducted communications based on media and social media monitoring.
- Assess communication risks, prepare crisis communication plans, manage their implementation, and create communications materials for their implementation.
- Report on a weekly basis to R&R Component’s Strategic Communications workstream.
Main Requirements:
- Master’s degree in Communications, Journalism, Public Relations, or a related field
- Minimum 4 years of practical experience in media (e.g., a reporter or an editor) or communications (e.g., a communication specialist, a copywriter).
- Work experiences in governmental communications or communications in a field related to infrastructure or reconstruction would be of additional advantage.
- Experience in managing internal information flows, communication and content planning, and assessing the effectiveness of conducted communications.
- Experience in ensuring well-coordinated and consistent messaging among an institution’s speakers preferred.
- Experience in writing, structuring, and editing texts in Ukrainian and English for various communication channels (e.g., web, media, and social media).
- Ability to develop technical tasks for the design of infographics and scripts for video products, such as those for YouTube, Instagram, and TikTok preferred.
- Proven ability to quickly identify target audience, determine key messages, and select important facts.
- Experience working with a Content Management System (CMS).
- Ability to perform tasks in a short time frame and independently set priorities.
- Demonstrated ability to work as a team member, coordinate with several centers of decision-making, and independently set priorities and organize work processes.
- Perform tasks in a short time frame, multitask if needed, and adhere to deadlines.
- Residence in Kyiv or Kyiv region, or openness to relocation to Kyiv/Kyiv region for predominantly in-person office work.
- Fluent in Ukrainian and Upper Intermediate in English.
