‘Community Action for HIV Control’ seeks to contract with a Communications consultant to support tactical and operational communication of both activities and products to strengthen ongoing and future interventions with the goal of enhancing project indicators and reducing the burden of HIV in Ukraine.  

CAHC seeks for Communication consultant to perform the following tasks:

1. Consultations on the implementation of the HIV testing campaign under the social quota: preparation of requests and communication with authorities, government agencies and enterprises, managing process of placement and evaluation
2. Participation in planning and implementation of activities to strengthen the communications of sub-grantee NGOs.
3. Assist in event marketing: organizing and conducting offline and online events  
4. Media relations: іdentify opportunities for media coverage around events and specific publications; special project implementation.
5. Recommendations for the planning of the communication campaigns, online and offline activities, including developing strategic documents and communication strategies.   
6. And other relevant, in case of team needs.

On all communications services the Vendor shall:

1. Have the ability to form technical tasks and work with contractors, develop partnerships and expand cooperation with stakeholders, manage document flow.
2. Conceptualize, design, and deliver time-sensitive communications materials.
3. Collaborate with the Communication team in close collaboration with project team.
4. Have the capacity to provide services for four (4) months upon contract expiration, and fix the cost of services for the period of contract validity.

Period of performance: four (4) months (June-September 2023)

LOE: 60 days in total expected.

Vendors must possess the following qualifications:

1. Minimum of two (2) years’ experience providing similar services, outstanding technical expertise and excellence in customer service.
2. Experience of work with NGOs in Communications, Marketing, Public Relations, Media – at least two (2) years.
3. Experience of work with international organizations and technical projects is a strong asset.
4. Experience in communications in the field of HIV/AIDS and/or public health is a strong asset. 
5. Master Diploma, preferably – in communications, humanitarian field. 
6. Strict adherence to deadlines, ability to work effectively, often under tight deadlines, and deliver a quality product in a professional manner.

Proposals (digital submissions only) must include, at a minimum, the following information:

1. Examples of Quality of Work. Provide examples of relevant past projects and a portfolio of prior work and materials pertinent to providing the Services.
2. Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on an hourly rate, provide the hourly rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis.
3. Reference List – A list of at least three (3) references, including client name, organization, email and telephone contact information for similar work performed by the applicant.
