The Good Governance Fund (GGF) Lot 2A is a Technical Assistance Facility (TAF) funded by the UK, which will provide the detailed design and delivery of tailored technical assistance and capacity building projects primarily operates in Ukraine; However, GGF could cover other countries in the region such as Georgia, Moldova, and Armenia upon FCDO’s decision.  Program priorities and Duty statement will be expanded to other countries as well when FCDO extends its geographic coverage.  

The focus areas of the GGF, including Lot 2A are:

  1. Reform to the regulation of the business environment and economic governance, to support alignment with international standards and promote broad-based economic growth and job creation, including through small- and medium-sized enterprise development and attraction of foreign direct investment.
  2. Institutional capacity building to develop more effective governance, public administration, and management of public finances, in order that governments in target countries become increasingly accountable and responsive to the needs of citizens.
  3. Anti-corruption measures and judicial reform to strengthen the rule of law, reduce opportunities for corruption and increase the capacity of countries to address corruption when it does occur.
  4. Modernisation of key sectors (such as energy, banking) and reform of state-owned enterprises to support transition to market-driven, modern economies.
  5. Stronger and more independent media and civil society to ensure that the public can engage in active, informed debate and to enable governments to effectively communicate the benefits of reforms to its citizens

The TAF’s role will be to respond to concept notes received from the Portfolio Management Unit (PMU), by designing projects. Once the TAF designs the project, the TAF will re-submit the design to the PMU for approval. Once the PMU approves them, the TAF will then implement the project.

Duty Statement:

The Climate and Environment Consultant is responsible for dealing with the technical aspects of the projects during the design phase, in cooperation with the Project Delivery and Design Lead and Project Managers. The Climate and Environment Consultant will support and ensure the successful implementation of projects through working closely with delivery partners to make sure the deliverables comply with FCDO requirements on cross-cutting themes in the area of Climate and Environment. The Consultant may provide capacity-building sessions for Abt Global and/or delivery partners’ personnel on Climate and Environment latest developments, assessment tools etc. shall such need arise.

Specific Duties:

Project Design

  • Conduct analysis of global environmental trends and formulate problems in environmental protection, rational use, reproduction and protection of natural resources and prepare proposals for their solution.
  • Design climate action plans and advocate for strong climate policies with accompanying strategies, international standards and rules.
  • Formulate strategies for reducing greenhouse gas emissions, building resilience to climate impacts, and promoting sustainable development. 
  • Develop and assist in strategies implementation to mitigate climate change or adapt to its impacts. 
  • Research sustainability programmes and initiatives.

Project Delivery

  • Work closely with the TAF team on assisting in climate-related issues and opportunity assessments for projects.
  • In cooperation with Project Managers and Project Design and Delivery Lead, communicate complex environmental issues to stakeholders.
  • Facilitate workshops, seminars, and training sessions to raise awareness about climate change impacts and adaptation measures. 
  • Conduct climate-related risk and opportunity assessments and prepare comprehensive reports with actionable recommendations. 
  • Assess the Paris agreement’s impact on industries and develop tailored recommendations for compliance and mitigation strategies. 
  • Monitor the outcomes of COP28 and translate them into actionable roadmaps for implementation at the local and national levels. 
  • Provide capacity-building sessions for Abt Global and/or delivery partners’ personnel on Climate and Environment latest developments, assessment tools etc.
  • Other assigned duties.

Selection Criteria:

  • Higher education (master’s degree) in the relevant field of knowledge and professional training in Climate Science and Data Analysis and Statistics or related field.
  • At least 7 years of relevant work experience in roles directly related to climate science, sustainability, or environmental consulting including work in donor funded development projects.
  • Experience working with environmental policies, regulations, and advocating for climate action to ensure compliance with environmental laws, regulations, and standards.
  • Experience in managing climate-related projects, including planning, implementation, monitoring, and evaluation, is crucial.
  • Experience in building and managing relationships with high level diverse stakeholders from government agencies, civil society, communities, non-governmental organisations and donors.
  • Experience of contributing to high quality donor reporting.
  • Experience in conducting capacity-building sessions/trainings on the subject of interest.
  • Excellent organisational, research and analytical skills. Ability to set priorities, multi-task.
  • Excellent communication skills, including strong presentation and facilitation skills for complex climate-related information to diverse audiences, including clients, policymakers, and the general public.
  • Excellent written and spoken English and Ukrainian skills.
