Project Summary:

The USAID Ukraine Pro-Integrity project is the follow-on to the six-year Ukraine Support to Anti-Corruption Champion Institutions (SACCI) program. The USAID Ukraine Pro-Integrity project will coordinate efforts to reduce incidences of corruption to contribute to the building of a better Ukraine. The activity will work across the following three objectives: Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence; Strengthen anti-corruption compliance and control in local governance; Advance transparency and accountability in resilience, recovery, and reconstruction efforts. The project will be implemented over a five-year period with an estimated ceiling of $90 million at the national and sub-national level in the municipalities and communities most crucial for delivering Ukraine’s robust recovery. The Activity will be co-funded by USAID and the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) and managed by USAID. The candidate will be based in Ukraine and must be willing to be based in Ukraine during the entirety of the project (city to be determined).   

Position Summary: 

The Chief of Party (COP) will direct all project programmatic and administrative areas. The COP will lead and provide technical expertise in program anti-corruption activities, as well as coordinate the program’s work with beneficiaries. The COP will be responsible for the successful project performance and will oversee project planning and monitoring including leading all communications with USAID while serving as the primary point of contact with MSI home office senior leadership. The COP will also be responsible for all contract deliverables including client reporting requirements and overall project compliance. This position is conditional upon MSI winning the proposal. 

Responsibilities:

  • Provide strategic direction, overall coordination and management of the project, including
     oversight of financial and contract management.
  • Serve as the principal interlocutor with USAID and key stakeholders within the Government of
     Ukraine, civil society, donors and other U.S. government agencies.
  • Establish and maintain critical working relationships with stakeholders.
  • Ensure the project meets stated objectives and reporting requirements in a timely manner.
  • Lead in coordinating the implementation of project activities among USAID, other donors,
     various partners, subcontractors, and grantees.
  • Ensure compliance with USAID rules and regulations, particularly with respect to financial and
     grant management.
  • Contribute to the development and regular review of the overall project approach,
     strategy, implementation schedule and to drafting project Annual Implementation Plans
     (work plans) and Monitoring, Evaluation and Learning (MEL) Plan.

Qualifications:

  • A master’s degree or equivalent related to anti-corruption or public integrity discipline,
     such as social sciences, behavioral sciences, law, international development, public policy,
     community development, business, international development, or other related field.
  • Ten (10) years of related work experience in managing donor-supported programming in
     anti-corruption/transparency, rule of law, governance, international development, or
     related fields. This experience must include working intensively with government actors
     and with civil society/ transparency actors on government oversight, transparency, or
     related issues.
  • Demonstrated strong leadership in providing a vision and direction for large rule of law,
     anti-corruption, transparency, governance, or related programs, delivering in difficult and
     dynamic and rapidly changing environments. Demonstrated strong experience managing and developing staff, sub-contractors, and
     consultants to achieve expected results.
  • Demonstrated record of achieving results supporting the sustainability of oversight,
     transparency, governance, accountability, or anti-corruption strategies in the region,
     including with local and regional organizations and actors; innovative and experimental
     programmatic approaches; and through the use of adaptive strategies to respond to and
     take advantage of dynamic and changing circumstances. Preferably this would include
     experience in the context of reconstruction.
  • Demonstrated experience of working with and connecting government actors and non-government actors, including civil society, civic movements, academic experts, and private sector actors to solve problems related to governance, corruption, rule of law, or related issues in the region.
  • Fluency in English (verbal and written).
  • Prior experience working in Ukraine strongly preferred.
  • Must be willing to be based in Ukraine.
  • Knowledge of the Ukrainian language is preferable.
  • Strong oral and written communication skills.
