Chemonics International шукає Finance and Grants Manager

Chemonics International, a global consulting and international development firm, seeks a Finance and Grants Manager, full-time position, for the USAID-funded Competitive Economy Program (CEP). CEP is a five-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The Finance and Grants Manager (Manager) will oversee and ensure the overall financial management of eo Business Incubators, a grantee under CEP, including overseeing compliance with its grant obligations. The Manager will oversee compliance with processes and procedures, timesheets, payroll, regular reviews and audits, and will be responsible for ensuring compliance of financial operations with USAID regulations, organization policies and procedures, and Ukrainian legislation. 

This position will work out of the CEP office in Kyiv, and will later transition to lead the same tasks and responsibilities under eo Business Incubators at its separate office in Kyiv. 

The Manager’ responsibilities will include, but are not limited to, the following:

  • Execute overall financial management, ensuring strict adherence to organization policies and procedures and USAID rules and regulations;
  • Develop and maintain internal financial and accounting control systems to ensure that appropriate mechanisms, procedures, and systems are in place;
  • Supervise accounting cycle to include preparation and appropriate documentation of journal entries and general ledger reconciliations;
  • Review and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors;
  • Plan, perform and supervise internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash;
  • Review and approve bank reconciliations and reconciliation of petty cash and fund report at time of replenishment;
  • Ensure that incurred costs are allowable, allocable, and reasonable in accordance with USAID cost principles and the organization’s policies and procedures;
  • Perform grant-related functions, including budget and expense analysis, reconciliations, re-budgeting, and grant closeout functions required by the Grants Manual of the organization, and support grant modifications as needed;
  • Apply a working knowledge of applicable Ukrainian and U.S. laws and regulations in managing the organization’s financial activities. Keep track of the latest changes in Ukrainian labor, tax, and accounting legislation;
  • Ensure proper safeguards of funds and compliance with established USAID and organizational financial and accounting procedures;
  • Ensure accurate budget monitoring;
  • Submit monthly grant advance requests and liquidations in accordance with the grant agreement;
  • Process payroll, including calculation of salaries, taxes and fringe benefits;
  • Prepare financial management reports (monthly, quarterly, yearly);
  • Perform month-end accounting procedures;
  • Review and approve accounting and supporting documents and transactions to ensure accuracy, completeness and compliance with the organization’s policies and procedures and USAID regulations;
  • Review and ensure proper authorization and approval and timely processing of payments for employees/suppliers/vendors;
  • Review travel expense reports submitted by team. Consult employees if necessary;
  • Maintain inventory tracker;
  • Interact with bank and other officials on an as needed basis;
  • Prepare and review bank reconciliations;
  • Work with primary payment documents: contact vendors, collect and review primary payment documents to make sure they follow the organization’s and U.S. government policies and regulations, and Ukrainian legislation;
  • Prepare and submit reports to state authorities as required by Ukrainian legislation;
  • Plan, perform and supervise internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash;
  • Work closely with internal and external auditors during audits;
  • Notify the management team of the organization on any issues with grant implementation, payments, supporting accounting documents, etc.;
  • Support office operations and management activities; and
  • Perform other duties as required or assigned.

 The required and/or preferred qualifications for the Finance and Grants Manager position are:

  • Bachelor’s degree in accounting, finance, business, economics or equivalent required.
  • Prior experience in administration, accounting, or grants management. USAID-funded project experience is required.
  • Experience in bookkeeping and accounting, as well as project administration tasks, including filing and budgeting is required.
  • Knowledge of the operating environment and employment regulations in Ukraine.
  • Knowledge of and experience with international accounting standards required.
  • Demonstrated leadership, versatility, and integrity.
  • Proficiency in English and Ukrainian, written and spoken, is required.
