National Committee of the Ukrainian Red Cross Society (URCS) announces the competition of Community Engagement and Accountability and Protection, Gender and Inclusion Officer

Job Duties and Responsibilities

Guide URCS to mainstream and institutionalize CEA and PGI into the strategic documents, ensuring PGI and CEA considerations are embedded and cross-cutted in all processes, policies, strategies and tools within Ukrainian Red Cross Society to allow adequate implementation across all levels in the different sectors – headquarters, branch level. This shall include:

  • setting up, and management of, an appropriate mix of two-way communication channels with communities, suitable to the local context and cultural practices,
  • in cooperation with PMER, Branch Development and IT colleagues to improve the ways communities can ask questions and share their opinions, solutions and needs, through the establishment of appropriate feedback mechanisms (questions, rumours, suggestions, concerns, compliments, complaints etc.) and training of frontline staff/volunteers to act on and respond to feedback, as well as to ensure community participation in programme development and implementation. This includes provisions to refer sensitive feedback (i.e., code of conduct/PSEA related),
  • ensure cooperation with PMER and colleagues from program units for analysis of community feedback and other community data (i.e., perception surveys) ensuring they are used for decision-making and programme revision, and suggest ways to continue engaging with communities, keeping them informed and involved in plans and actions concerning them,
  • Ensure CEA and PGI activities and approaches are integrated in programme and operational plans and budgets of the URCS and support programmes and operations,
  • Work closely with URCS sectoral colleagues and thematic leads (Health, PSS, WASH, Livelihoods, Humanitarian Education, Disaster Risk Reduction, Cash, RCCE, Branch Development) to help them identify gaps in their approach to CEA and PGI and then supporting them to address these by integrating and/or scaling up an appropriate mix of CEA and PGI approaches and activities,
  • Work closely with Feedback manager and PSS Unit to ensure appropriate reporting and referral mechanisms are in place,
  • Scale up capacity building efforts to integrate CEA and PGI into URCS way of working through providing the skills and knowledge to mainstream CEA and PGI tools and approaches in local language (Ukrainian and/or Russian) into their regular programmes and planning and implementing trainings where needed. Deliver capacity building activities for the URCS staff, volunteers and community members: build understanding and ownership of PGI, support the implementation of the PGI Minimum Standards, reduce PGI risks in the operational environment, and build sustainable local capacity, including e-learning trainings development,
  • In cooperation with PMER and RCCE colleagues contribute to measuring and evaluating the impact of CEA and PGI, through evidence-based learning by assessing and monitoring levels of community engagement through research, impact surveys, and case studies,
  • Organizing and maintaining all records and data associated with the programs and providing reports of activities as required,
  • Develop/adapt tools and documents as well as providing support to other units (PSS, Livelihoods, Humanitarian Education) necessary for URCS Child Protection Policy implementation,
  • Leads the Working Group on PGI and CEA in the URCS,
  • Ensure close cooperation and reporting to Protection Cluster in Ukraine,
  • Working closely with the IFRC CEA RoE Delegate and PGI RoE Delegate to ensure there is consistency and coordination between CEA and PGI efforts at URCS. This includes ensuring the joint roll out of global CEA and PGI frameworks and standards at URCS,
  • Having monitoring visits to the fields.

Position Requirements

  • Master’s degree in degree (in Communication or Social/Behavioural Sciences i.e. Sociology, Psychology or Health Education, Legal and Human rights, International Relations)
  • 2 years’ experience in beneficiary communication, social mobilisation, communication with communities, community engagement and accountability or community for development in the region and/or experience in a PGI related role,
  • Experience setting up and managing accountability to communities’ systems. For example, feedback and complaints mechanisms, rumour tracking systems, or participatory planning processes,
  • Experience of designing and implementing assessments, community consultations, research,
  • Demonstrated experience in applying humanitarian protection/gender/accessibility standards and guidelines,
  • Strong ability to incorporate PGI related systems and processes into operations and programs, taking into account the context,
  • Demonstrated professional experience in an organization within the Red Cross and Red Crescent Movement, or in an international organization or NGO

Knowledge, skills and languages

  • Strong communications skills and robust knowledge of information sharing tools, and the ability to implement them.
  • Highly organized, with ability to work well in a team.
  • Strong skills in written and oral English, Ukrainian and/or Russian.
  • Ability to multi-task and work under stressful conditions to meet deadlines.
  • Good understanding of – or training in – current developments in the field of communication with communities, behavioural and social sciences, community engagement and accountability planning and processes, community media; and/or protection, gender, inclusion related trainings/activities.
