The Position

The Ethics & Assurance Assistant with the guidance of the country Senior Advisor for Ethics and Risk (SAER) will assist in examination, review and analysis of records, reports, and financial information to ensure compliance with laws, regulations and Mercy Corps’ policies and procedures. He/she will be responsible for supporting investigations of potential violations of the Code of Ethics with an emphasis on fraud corruption, bribery and human trafficking.

The Ethics & Assurance assistant promotes and encourages a culture of compliance and ethics throughout Mercy Corps. As applicable to the position, maintains a clear understanding of Mercy Corps and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Essential Responsibilities

Investigations

  • Assist in the review of financial data and supporting documents related to specific allegations to determine trends, identify patterns or exceptions as requested by SEAR;
  • Assists during interviews – especially with translation when this is required
  • Perform other investigation related tasks as determined by SEAR.

Case management

  • Under the guidance of the SEAR, ensure all reported incidents are reported to the HQ and logged appropriately;
  • Maintains the case management system and follows up on a regular basis with SEAR;
  • Ensure that all relevant evidence gathering and storage protocols are observed and that all relevant documentation is properly filed and stored.
  • Analyses data received to determine trends in types and number of allegations, common issues, potential risks and other criteria, as required;
  • Prepares analysis and reports his/her findings to SEAR;
  • Perform other case management related tasks as directed by SEAR.

Other

  • When required, assists on Fraud, Bribery and other trainings to Mercy Corps staff and partners;
  • Maintains complete confidentiality with respect to information acquired through the compliance process and all associated activities;
  • Contributes to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Ethics, values and stand-point with regard to internal and external actors;
  • Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) and child safeguarding standards within Mercy Corps and amongst beneficiaries served by Mercy Corps;
  • Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.
  • In coordination with established on-boarding processes and direction from SEAR, assist with the on[1]boarding of new country team members to ensure awareness and understanding of Code of Ethics policies. Conduct and/or coordinate regular anti-corruption, fraud prevention and other Code of Ethics trainings for country staff and partners.

Reports Directly To: Senior Advisor for Ethics and Risk

Works Directly With: Program Managers, Program Leads, PaQ team, Operations team, Security Team, SMT members.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • Degree in relevant field, such as Business Administration, Law or Accounting;
  • Advanced computer skills – particularly Excel;
  • Detail-oriented, with a high degree of ethics, integrity, discretion and professionalism;
  • Proven ability to gather, analyze and evaluate facts, define problems, draw valid conclusions and to prepare and present concise written reports in English;
  • An ability to establish and retain effective working relationships with other staff and to communicate clearly and effectively in English, both orally and in writing;
  • Ability to travel to Mercy Corps program locations as needed.
  • Excellent oral and written Ukrainian, Russian, and English skills required for this role, as there will be tasks involving translation.

Success Factors

The successful Ethics & Assurance Assistant will show ability to interact effectively with international and national personnel. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The ability to take financial and other information (evidence) and present it in meaningful and impactful reports is essential.
