Ongoing hostilities and remnants of war prevent humanitarian provisions from being delivered to communities impacted by the war, leading to these communities with depleted resources and life-threatening situations. Delivery of food, water, medication, and non-food items are immediate needs for these impacted districts. Needs are also immediate for the repair of critical infrastructure such as water supply and power, where human health risks increase daily from the lack of these basic services.
Widespread presence of landmines, cluster munition and other explosive remnants of war in Ukraine pose a considerable and mounting threat to civilian populations that have both remained in residential areas in Ukraine and those that have chosen, or have been forced, to relocate. Explosive Ordnance (EO) also poses a significant threat to the international community (including the UN and our partners) when delivering humanitarian assistance inside Ukraine. Mine action has therefore become a precondition for safe in-country emergency assistance.
In parallel with EO challenges, the extensive presence of damaged and unstable buildings with resulting debris poses a real threat to human health from uncontrolled collapse, contamination (i.e., from asbestos) and debris acting as physical barriers to access.
To support the Government and people of Ukraine, UNDP is launching a project on emergency explosive ordnance clearance and debris removal in Ukraine. The project will help identify critical delivery routes to ensure access and humanitarian support, liaise with the National Mine Action Authority to survey and clear these routes of explosive ordnance presence, facilitate safe access with the demolition of any unstable structures and the removal of debris, and maintain cleared routes for continued safe access.
In this context, UNDP is recruiting Monitoring and Evaluation Analyst who will be responsible for the overall support of implementation of the described project and other related outputs related in the portfolio, performing a variety of standard operational services within the project’s frameworks ensuring high quality and accuracy of work.
The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.
- Develop and refine Project results and M&E Frameworks. Ensure that Project components have results-based annual work plans with indicators, baselines and targets, established at the outcome, output, and activity levels.
- Ensure optimal use of evaluation by providing guidance and coordination in preparation of timely management response to all mandatory evaluations, follow up on the implementation of management response actions.
- Consolidate lessons learned and recommendations from the completed evaluations to ensure continuous learning and implementation of best practices by UNDP in the design of interventions.
- Provide support to the project, programme, other evaluations by providing documentation, relevant data and evidence as requested.
- Ensure high quality and accuracy of Project results presented in donor reports and communications materials.
- Ensure that evaluations, assessments, and other M&E products are designed and implemented in accordance with established UNDP quality standards, and the results are disseminated in a timely manner to stakeholders to improve performance and contribute to wider learning.
- Ensure integration of SDG targets into Project reports and strategies.
- Ensure timely and quality input to UN corporate reporting platforms and corporate reports and plans. IWP, ROAR, IATI, Atlas project module, UN INFO, IMRP.
- Collect data and report on the contribution of Project to the achievement of UNDP Strategic Plan and UNDP in Ukraine Country Programme Document outcomes and outputs.
- Ensure mainstreaming of gender equality in all aspects of M&E and reporting, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles.
Ensure provision of high-quality support to Knowledge Management and Capacity Building:
- Identify and formulate evaluation and audit findings, lessons learned from evaluations and studies to be integrated into broader UNDP knowledge management.
- Promote the shared responsibility of M&E function among all staff members and partners through communication, training, learning and development activities Project-wide.
- Support in building capacities of Project staff and stakeholders on best practices in RBM, UNDP rules and guidelines on project cycle, UNDP Strategic objectives and interlinkages.
- Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; keep abreast of latest development and professional norms, standards, tools and methodologies.
- Perform other functions as requested by management.
Institutional Arrangement
Under the direct supervision of Mine Action & Debris Removal Programme Manager and the overall guidance of Energy and Environment Portfolio Monitoring and Evaluation Analyst provides the overall support to implementation of the Project monitoring and evaluation (M&E) framework, RBM planning and reporting, assistance the knowledge building and knowledge sharing of M&E activities as well as collecting and analysing of Project and outside data, and conducting surveys. The Project Monitoring and Evaluation ANalyst will work in close collaboration with the Project personnel and UNDP CO M&E team to ensure M&E requirements are fulfilled and M&E Framework is reported in a timely manner with required quality checks, following the highest standards in line with UNDP guidelines and procedures.

- Master’s degree (or equivalent) in Business or Public Administration, Economics, Management, Political or Social Sciences, Data or Business Analytics or other related fields.
- Bachelor`s degree with 2 years of qualifying experience can be accepted in lieu of Master’s degree.
- Minimum 2 years (with Bachelor’s degree) of relevant experience at national or international level in the field of programme/project development, monitoring and evaluations, RBM, donor reporting or other related settings.
- Experience of working in international organizations/projects (preferably in democratic governance, sustainable development, social cohesion, youth policy, economic recovery, etc.) will be considered as an advantage.
Required Languages:
- Fluency in English and Ukrainian (spoken and written).
Desired Skills:
- Proficiency in use of office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems is an advantage.
- Familiarity with UN/UNDP procedures and experience with ATLAS would be an asset
- Knowledge of UNDP M&E requirements and M&E Framework will be considered an asset.
