Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

Duties and Responsibilities

Responsibilities and Roles: 

Under the direct supervision of the Project Manager, the analyst will perform the following functions for efficient and effective implementation of project activities and delivery of project results, and specifically will be directly responsible for implementation of the Project’s Output 2: “Improved access to and utilization of Business Development Services by SMEs”:

  1. Responsible for result-based management for the project’s output 2. 
  2. Responsible for coordination and communication with PUNOs and others. 
  3. Prepare a detailed work plan to implement the activities. Manage partners and provide technical assistance in the implementation of activities. 
  4. Responsible to ensure gender priorities and tool for the outcome and reporting. 

1- Result-Based Management 

  • Contribute to the development of annual work plan including defining targets, budgets and activities risks  related to output 2 
  • Support the national coordinator in developing the contract for the implementing partner including a budget, 
    terms of reference, ways of working etc. 
  • In close consultation with M&E, perform a supervisory role in monitoring the implementation of partners. 
  • Support Senior M&E officer in reviewing the data management and POWEBI dashboard on the livelihoods 
    component. The officer would also be responsible for supporting the MIS specialist in stocking up the outcome data-fact sheet on a quarterly basis. 
  • Support communication and reporting officer in developing quarterly and annual reports as well as success 
    stories. 
  • Provide regular updates on the output 2 to the project team, programme units and sub-office. 
  • With the support of the Project Manager, implement risk mitigation activities and update them on regular  basis.

2-   Partner Management 

  • Responsible for providing the overall outcome orientation to implementing partner 
  • Ensure technical and financial commitment of the contract management is being implemented and properly 
    supervised and reviewed. 
  • Lead on partner review management and identify areas to improve and strengthen. 
  • Conduct joint missions with implementing partner to supervise the implementation and document the mission findings and share. 
  • Conduct missions with local stakeholders to review the activity’s progress and areas to improve. 

3-   Coordination, Communication, and Innovation Work closely with Participating UN Organizations (PUNOs) and their implementing partners to ensure targeting and linking the livelihoods interventions to community resilience plan. 

  • Coordinate with the implementing partners across the joint programme to build synergy and a common  targeting approach. 
  • Share the draft and final Community Resilience Plan document with PUNOs, and other agencies in the 
    implementation areas for the targeted communities to benefit. 
  • Coordinate and supervise technical inputs relating to Output activity design, development and implementation, including preparation of the terms of reference for assignments of the experts or service companies.
  • Support and guide implementing partners to design innovation-based small-scale business initiatives for the  export market.

 4- Gender priorities and implementation

•  In consultation with the Project Manager, coordinate with the Gender Advisor of the Country Office to ensure that livelihood planning, budgeting and implementation has gender-disaggregated data collection and reporting mechanism. 

• Work closely with Gender Officer from Joint Coordination Unit (JCU) and Gender Advisor from the country office and ensure gender-focused training for the implementing partner is organized. 

• Organize missions with gender advisor and officer to review the implementation and identify areas to improve. 

• Ensure the annual work plan has gender-specific budget allocated by UNDP and partner and review frequently. 

• Support communication and reporting officer to document the gender-focused success stories and lessons learned. 

5- Private sector

• Build small and medium enterprises networking for the progressing value chain and sector by bringing demand- side and supply networks to support the MSMEs for their business expansion and capital building. 

• Coordinate, design and deliver individualized, tailored trainings to the selected BMOs to address specific BDS capacity development needs.

• Provide hands-on mentoring, coaching and direct advisory services to partner BMOs on all aspects of BDS provision, including targeting, outreach, delivery and innovation in order to maximize the potential of selected BMOs as providers of market-driven services.

• Build synergies with other outputs of the project and contribute to building synergies with other projects and programmes of UNDP.

4.     Institutional Arrangement 

Direct supervisor is the Project Manager.

Required Skills and Experience

Education: Master’s degree equivalent or Bachelor’s degree in Business Administration, Management, economics, development studies or any other related field.

Min. years of relevant work experience    
•    A minimum of 2 years with a Master’s degree or 4 years with Bachelor’s degree of relevant experience in enterprise development, private sector partnership, microfinance institutions, banks, or related area.
•    Experience in the implementation of livelihoods resilience projects with a strong focus on micro-small-medium enterprises is an advantage.  
•    Proven experience/knowledge of business continuity planning, financial risk management, and e-commerce is an advantage.  
•   Experience in UN/UNDP or Development Organizations or Public Sector or Private Sector etc. 

Desired skills in addition to the competencies covered in the Competencies section      
•    Knowledge of UN/UNDP programme management procedures and policies, including experience with Quantum (Resource Management System), ERP systems and/or handling of web-based management systems is an asset.  

Required Language(s)    
•    Fluency in English & Ukrainian language is required.
