Annex 2 – TERMS OF REFERENCE

 FOR THE CONSULTANCY CONTRACT FOR DATA ANALYST (VULNERABILITY VERIFICATION) 

  1. Duty Station of the Consultancy: Kyiv, Ukraine / home-based
  2. Duration of Consultancy: 15 November 2023 – 14 February 2024
  3. Nature of the consultancy:

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Project Specialist (Evidence-based Governance) of IOM’s Data & Analytics Unit, and technical guidance of the Ministry of Social Policy of Ukraine (hereafter “The Ministry”), the Consultant will provide technical support to the Ministry in data analysis. The Consultant will be seconded to the Ministry.

  1. Project Context and Scope:

The Consultant will provide support to the Ministry on issues related to data collection and analysis, as well as dissemination, specifically in relation to verification of legal grounds for the provision of vulnerability-related allowances. The Consultant will conduct a comprehensive review of the data collation and data input processes used by the Ministry in the provision of vulnerability allowances, providing suggestions how to optimize these processes. The Consultant will develop monitoring information panels (dashboards) for checking the quality of data subsystems of the Unified Information System of the Social Sphere (UISSS) in relation to the provision of social protection for IDPs.

The Consultant will conduct analysis in support of verifying the legal grounds of vulnerability allowances in the following areas specifically: provision of social services; activities of social institutions; protection of children’s rights; and support of persons with disabilities; and provision of support to IDPs. The Consultant will prepare recommendations for at least two of the following: i) simplification and automation of data flow processes from territorial communities; ii) comparison of operational statistics (collected via MS Excel-based tools and forms) with data contained in the information systems of the Ministry; and iii) for the visualization and analysis of data sets, demographic modelling, and scenario analysis.

  1. Category B Consultant: Tangible and measurable outputs of the work assignment

Some of the following outputs will be delivered by the Consultants, with deliverables expected on a monthly basis. The specific outputs required will be finalized based upon the skills and experience of the candidate selected for the Consultancy position:

1.) Development of data quality assessment criteria for the UISSS subsystems and other information systems of the Ministry for further monitoring and assessment of the quality of available information.

2.) Conducted a data quality assessment in accordance with the criteria developed for the UISSS subsystems, as well as for other information systems of the Ministry that contain information related to IDPs.

3.) Production of templates of data sections and entity sets in preparation for onward development of monitoring information panels (dashboards) and vulnerability verification analysis.

4.) Development of information panels based upon the data contained in the subsystems of the UISSS and other information systems of the Ministry.

5.) Development of information panels specifically for vulnerability verification analysis, based upon data contained in the subsystems of the UISSS, as well as other information systems of the Ministry.

6.) Report on the results of the work performed with a description of the tasks that were additionally performed in support of the Ministry, during the previous three months. The report should also contain recommendations and a description of the next steps to be taken in the direction of optimizing the data quality monitoring system and fraud analysis in the Ministry.

7.) Perform such other duties as may be assigned.

  1. Performance indicators for the evaluation of results
  • The Consultant will deliver outputs outlined in section 6 within the deadlines specified (specific outputs and deadlines will be finalized when contracting the selected Consultant).
  • Among the output to be delivered, the Consultant will provide monthly reports to IOM, outlining their achievements and any challenges they faced during the reporting period.
  • The Consultant will work under the supervision of Ministry staff and will maintain good lines of communication with all Ministry personnel.
  • The Consultant will not act as a representative of IOM at meetings conducted with the Ministry and other partners and stakeholders.
  • The Consultant will participate in meetings with IOM staff members – at least three meetings over the duration of the three-month consultancy period – and will generally keep relevant personnel of IOM’s Data and Analytics Unit informed about significant developments, or if any assistance/interventions from IOM may be required.
  1. Education, Experience and/or skills required

Education

  • University degree in Computer or Data Sciences, Statistics, Information and Technology, Geography/Geographic Information System, Communications; or in Social Science, Law, Economics; or in a related field from an accredited academic institution, with at least three years of relevant professional experience; or
  • Master’s degree in one of the above fields from an accredited academic institution.

Experience

  • Experience in the development, troubleshooting, administration and management of information databases and information management systems is required.
  • Experience in writing analytical reports.
  • Experience of interaction with government departments, international organizations and/or NGOs is desirable.
  • A working understanding of descriptive and inferential statistics.
  • Practical experience working in projects related to displaced people in Ukraine would be an advantage.
  • Experience in project design and project management would be an advantage.
  • Excellent written and oral communication and negotiation skills.

Skills

  • Working experience with Microsoft Excel is essential and with some of the following tools is highly desirable: SQL, Oracle SQL Developer, Big Data Analysis, Microsoft PowerBI is an advantage (MCP certification in any of these products is an advantage).
  • Experience in information and data management including collection, storing, processing, and analysing large volumes of quantitative and qualitative data to generate intuitive information products.
  • Experience in the development and implementation of population database systems (e.g., migrant registration, censuses, household surveys) is highly desirable.
  • Up-to-date knowledge on the solution development and management.
  • Up-to-date knowledge of cloud computing and use of various tools and environment for application development and hosting.
  • Knowledge of IDP issues would be an advantage.
  • Confident user of the Microsoft Office Suite.

Languages

  • Fluency in English is essential. Proficiency in Ukrainian is highly desirable but not essential.
